OCA CIRCULAR NO. 150-2023

| SUBJECT | : | Reiteration on the Implementation of the Enhanced E-Warrant System |
According to the recent report of the Philippine National Police-Directorate for Investigation and Detective Management (PNP-DIDM), the rate of arrest of wanted persons in the Philippines has increased since the implementation of the Enhanced e-Warrant System. * The data shows that the system is helpful in improving the PNP's arrest and crime solution efficiency, and in further enhancing the criminal justice system. However, it has also come to the attention of this Office that there are still lower courts that resort to the manual process of issuing warrants of arrest. As such, all first and second level courts are hereby REMINDED to strictly implement and use the Enhanced e-Warrant System by electronically and accurately encoding, generating, and transmitting e-warrants through the said system. Furthermore, in case of approved bail or any other valid cause for the release of Persons Deprived of Liberty (PDLs), all courts are likewise REMINDED to update the status of the corresponding e-warrants in the system immediately to avoid unnecessary arrests.
