Reiteration of Paragraph 3 of Circular No. 39-97 dated 17 June 1997
OCA Circular No. 18-03, issued on February 20, 2003, reminds judges to ensure that Hold Departure Orders (HDOs) include complete and accurate information about the individuals affected, specifically their full names (including middle names), date and place of birth, and last residence. This guideline aims to avoid difficulties in enforcing HDOs, particularly when dealing with individuals who share similar names. Judges are also instructed to include the case title, docket number, nature of the case, and date of the HDO. Compliance with these requirements is mandatory to facilitate proper implementation of the orders.
