Reiteration of Limited Personal Filing under Memorandum Order No. 65-2021 Dated August 4, 2021
On August 20, 2021, the Supreme Court of the Philippines issued Memorandum Order No. 73-2021, reiterating guidelines for limited personal filing in light of the modified enhanced community quarantine in Metro Manila. Starting August 23, 2021, court filings must be submitted via registered mail, accredited private couriers, or electronically, following existing guidelines. Personal filing is permitted only for exceptionally urgent matters, contingent upon prior communication and confirmation with the Docket Receiving Section. All previous directives remain valid unless inconsistent with this order.

SUPREME COURT MEMORANDUM ORDER NO. 73-2021
REITERATION OF LIMITED PERSONAL FILING UNDER MEMORANDUM ORDER NO. 65-2021 DATED AUGUST 4, 2021
In view of the declaration of modified enhanced community quarantine in Metro Manila from August 21 to 31, 2021, the different offices in the Supreme Court shall be physically opened starting August 23, 2021 but with a reduced work force.
For the guidance of lawyers/parties-litigants, the following guidelines shall still be observed:
1. Beginning August 23, 2021, and until further order, the filing/service of pleadings and other court submissions shall be by registered mail, or through the services of duly accredited private couriers or by transmitting them through electronic mail in accordance with the existing electronic filing guidelines.
2. For exceptionally urgent matters, personal filing of the pleading or submission may be done through the Docket Receiving Section of the Judicial Records Office but only after the concerned personnel of the Docket Receiving Section shall have properly communicated and cleared the matter with the proper Office and have received official confirmation that the matter covered by the pleading or submission being personally filed is indeed urgent.
All prior issuances not inconsistent herewith shall remain valid and in effect.
