Rehabilitation and Improvement of Manila North Road, Patapat Section, Ilocos Norte-Aparri

LETTER OF INSTRUCTIONS NO. 258

 

WHEREAS, the Manila North Road, Patapat Section, Ilocos Norte-Aparri, is a vital artery of trade and commerce for the province of Ilocos Norte, Aparri and Cagayan;

WHEREAS, there is a need to rehabilitate and improve this particular section of road for purposes of convenience and economy of travel; casia

WHEREAS, the rehabilitation and improvement of this section of the Manila North Road has long been delayed due to financial constraints;

WHEREAS, the accumulated balances and unappropriated surplus accounts of prior years' allocations for the Department of Public Highways as of December 31, 1974 could be tapped for this purpose;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and direct:

1. The provision of any law, rule or regulation to the contrary notwithstanding, the Secretary of Public Highways is hereby authorized to program and allocate the unexpended balances of allotments from the General Fund and the unappropriated surplus accounts as of December 31, 1974 of the Department, in the amount of P695,695.02, for the rehabilitation and improvement of the Manila North Road, Patapat Section.

2. The Secretary of Public Highways is hereby directed to cause immediately the preparation of plans and specifications for this project and to have it undertaken immediately.

3. This Letter of Instructions shall take effect immediately.
