GPPB RESOLUTION NO. 15-16

RECOGNIZING THE CONFEDERATION OF FILIPINO CONSULTING ORGANIZATIONS, INC. (COFILCO) AS THE UMBRELLA ORGANIZATION OF CONSULTANTS

WHEREAS, Republic Act (RA) No. 9184, otherwise known as the "Government Procurement Reform Act" and its revised Implementing Rules and Regulations (IRR) took effect on 26 January 2003 and 2 September 2009, respectively;

WHEREAS, Section 5.1 of Annex "B" of the revised IRR of RA 9184, entitled General Principles on Consulting Services, mandates the Government Procurement Policy Board (GPPB), as the appropriate government body, to recognize the umbrella organization of consultants that may be engaged by the Government on types of services and fields of professions where member-organizations are technically and financially qualified to offer their services;

WHEREAS, the GPPB approved the Guidelines for Recognition of Umbrella Organization of Consultants, through GPPB Resolution No. 14-2004, dated 22 November 2004;

WHEREAS, the GPPB issued the Revised Guidelines on the Recognition of Umbrella Organization of Consultants (Guidelines), through GPPB Resolution No. 02-2011, dated 28 January 2011;

WHEREAS, Section 6 of the Guidelines prescribes the procedure for application for recognition as Umbrella Organization of Consultants (UOC), and Section 7 stipulates the period of recognition as valid for two (2) years after issuance of Certificate of Recognition, unless sooner revoked for a cause;

WHEREAS, on 15 March 2013, the GPPB issued Resolution No. 06-2013 recognizing COFILCO as UOC for the following sectors: 1) Disaster; 2) Environment; 3) Infrastructure; and 4) Management, which recognition shall be valid for two (2) years upon issuance of the Certificate of Recognition, that is, 15 April 2013 to 15 April 2015;

WHEREAS, COFILCO submitted its renewal of application for recognition as UOC on 21 May 2015 and fully complied with the procedural and documentary requirements on 23 September 2015;

WHEREAS, in the 3rd Inter-Agency Technical Working Group (IATWG) Meeting held on 22 March 2016, the IATWG deliberated on and evaluated the application of COFILCO, and recommended to the GPPB the recognition of COFILCO as UOC for the following sectors where it obtained at least 80% rating: 1) Disaster; 2) Environment; 3) Infrastructure; and 4) Management;

WHEREAS, during its 10th Regular Meeting held on 23 September 2016, the GPPB deliberated on the request of COFILCO and the recommendations of the IATWG, and resolved to approve the application of COFILCO as UOC for the following sectors: 1) Disaster; 2) Environment; 3) Infrastructure; and 4) Management, and directed the issuance of the corresponding Certificate of Recognition;

NOW, THEREFORE, for and in consideration of the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law, hereby RESOLVE to confirm, adopt, and approve, as WE hereby confirm, adopt, and approve the following:

1. RECOGNIZE COFILCO as UOC for the following sectors: 1) Disaster; 2) Environment; 3) Infrastructure; and 4) Management; and

2. ISSUE a Certificate of Recognition to COFILCO, which shall be valid for two (2) years from the date of issuance thereof, unless sooner revoked for a cause.

This resolution shall take effect immediately. SDAaTC
