The Research Institute for Tropical Medicine (RITM) is the national training provider for Biosafety and RT-PCR Testing for SARS-CoV 2, and for Biosafety and Biosecurity.
Under Department Circular Nos. 2020-0183 and 2020-0173, the Department of Health (DOH) designated training for Biosafety and RT-PCR Testing for SARS-CoV 2, and for Biosafety and Biosecurity to the National Training Center for Biosafety and Biosecurity of the University of the Philippines-National Institute of Health (NTCBB-UP-NIH).
DOH is mandated to accelerate the country's testing capacity to 15,000 tests/day by May 15, 2020, 30,000 tests/day by May 30, 2020, and 50,000 tests/day by June 30, 2020. At present, DOH has licensed 23 testing facilities which have a total maximum capacity of 13,115 tests/day. DOH was able to identify that one hindrance that applicants find difficult to surpass is the proficiency testing of their personnel.
To augment the RITM, and the NTCBB-UP-NIH in providing training for applicants' personnel, DOH hereby recognizes the following sub-national laboratories as training providers for hands-on PCR training:
1. Research Institute for Tropical Medicine
2. UP Diliman-National Institute of Molecular Biology and Biotechnology
3. National Training Center for Biosafety and Biosecurity-UP-National Institute of Health CAIHTE
4. San Lazaro Hospital
5. Baguio General Hospital & Medical Center
6. Bicol Regional Diagnostic and Reference Laboratory
7. Western Visayas Medical Center
8. Vicente Sotto Memorial Medical Center
9. Southern Philippines Medical Center
Applicants who are interested in undergoing hands-on PCR training with any sub-national laboratory shall signify their intent by writing a Letter of Request addressed to the Office of the Assistant Secretary, Public Health Services Team. The Assistant Secretary for Public Health Services Team shall coordinate and match the applicant with the sub-national COVID-testing center most accessible to it.
The sub-national COVID-19 testing centers shall conform its program to that of the RITM. The Certificates of Training issued by the sub-national laboratories shall be accepted as compliance with DOH licensing requirements.
