Re: Guidelines on the Selection and Designation of Executive Judges and Defining their Powers, Prerogatives and Duties
On August 28, 2019, the Philippine Supreme Court issued a resolution regarding the selection and designation of Executive Judges, amending prior guidelines. The resolution grants a request to exclude certain Regional Trial Courts (RTCs) from being paired with specific courts in Romblon. It updates the list of single-sala courts and their corresponding nearest multiple-sala courts, ensuring geographical proximity and accessibility for case assignments. Additionally, the resolution allows for the transfer of inhibited cases to new pairing courts if agreed upon by the involved parties, provided the cases are not yet submitted for decision. This aims to improve judicial efficiency and management of court cases.

(a) GRANT the Letter dated February 16, 2017 of Hon. Dorcas P. (d) DIRECT the judges of the pairing courts to FORWARD the inhibited cases currently handled by them pursuant to Annex 'A' of the resolution dated 27 January 2004 to the new pairing courts in consonance with this amended Annex 'A,' provided that said cases are not yet submitted for decision and the parties all agree to the transfer.
A single-sala court shall be paired with another single-sala court if said court is nearest in terms of geographical location and accessibility, provided that the concerned single-sala court has a caseload of not more than three hundred (300), otherwise, the Order of Inhibition shall be forwarded to the next nearest single-sala or multiple sala court."
