NOTICE
Sirs/Mesdames :
Please take notice that the Court en banc issued a Resolution dated July 31, 2012, which reads as follows:
"A.M. No. 12-6-15-SC (Re: Creation of One [1] Additional Attorney VI Position for Every Supreme Court Justice). — The Court Resolved to APPROVE the proposed Implementation Guidelines to the Resolution of June 26, 2012 creating a Court Attorney VI position-item for each of the Offices of the Justices, to be initially funded from the savings until the Notice of Organization Staffing and Compensation Action (NOSCA) is secured from the Department of Budget and Management, to wit: EICScD
Implementation Guidelines to the Resolution of June 26, 2012 in A.M. No. 12-6-15-SC
1. The Clerk of Court shall prepare a list of the one hundred (100) oldest cases based on the date of submission for decision of a case, for submission to the Court en banc.
2. As soon as the Court en banc shall have directed her to furnish a copy of the list to the Deputy Clerk of Court and Chief Attorney, the Clerk of Court shall deliver the rollo of the first 15 oldest cases to the Office of the Chief Attorney, along with the list of 100 cases.
3. The Chief Attorney shall immediately convene the pool of 15 Court Attorneys VI for instructions and distribution of the first 15 rollos of cases for study and reporting.
4. The distribution of the first 15 rollos of cases shall be by raffle so that a Court Attorney VI shall receive a case for study and reporting even if it is not assigned to his or her Office.
5. The Court Attorney VI shall have ten (10) days to submit a report. Should he or she require more time for study, he or she shall submit a written request for extension of time to submit the report explaining the reason(s) therefor to the Chief Attorney, who shall act on the request in writing based on the explanation submitted.
6. As soon as a report is submitted to him or her, the Chief Attorney shall have five (5) days from the submission of the report by the Court Attorney VI within which to submit the final report to the ponente.
7. In the event that more time must be devoted to the review of the report submitted by a Court Attorney VI, the Chief Attorney shall so inform the ponente, with a request for more time to submit the final report. ECTIcS
8. The Chief Attorney shall submit the final report to the ponente, with a copy of the report of the Court Attorney VI.
9. As soon as a Court Attorney VI submits a report, the Chief Attorney shall assign another case to him or her for study and report based on the list provided by the Clerk of Court. Since not all Court Attorneys VI will be able to meet the 10-day deadline or submit the raffled cases all at the same time, the next case for study shall no longer be raffled to him or her but shall be assigned based on the list of oldest cases.
10. So as not to lose time in searching for rollos, the Chief Attorney shall see to it that, at any and all time, there are 15 rollos of cases for assignment in her custody.
11. The method of raffling and assignment of cases shall be observed until the first 100 oldest cases shall have been decided or resolved.
12. The Chief Attorney shall (a) submit a monthly report on the progress of the zero-backlog project, and (b) maintain a logbook on the movement of rollos, requests, and other communications relevant to the project."
