PROCLAMATION NO. 2332
PROCLAIMING THE RATIFICATION IN THE PLEBISCITE OF JANUARY 27, 1984, OF THE AMENDMENTS TO THE CONSTITUTION EMBODIED IN BATASANG PAMBANSA RESOLUTION NOS. 104, 105, 110, 111, 112 AND 113
WHEREAS, in a plebiscite held on January 27, 1984, pursuant to Batasang Pambansa Resolutions No. 104, 105, 110, 111, 112 and 113 hereto attached and made an integral part hereof, four (4) questions were asked, which questions are stated in the next succeeding paragraph hereof;
WHEREAS, the canvass conducted by the Commission on Elections in accordance with law yielded the following results, with 13,765,507 actually voting:
Question No. 1, on the amendments which, in substance, call for the election of members of the Batasan by province, city or district.
YES — 11,353,161
NO — 2,171,963
Question No. 2. on the amendment which, in substance, seeks the abolition of the Executive Committee and the creation of the Office of the Vice President.
YES — 11,350,748
NO — 2,326,954
Question No. 3, on the amendment which, in substance, provides for an additional mode for the acquisition of lands belonging to the public domain.
YES — 9,533,138
NO — 4,232,369
Question No. 4, on the amendment which, in substance, provides that the State shall undertake an urban land reform and social housing program to give the deserving landless and homeless citizens reasonable opportunity to acquire land and decent housing.
YES — 9,373,596
NO — 4,293,297
WHEREAS, the above results of the plebiscite show that 83.94% of those who actually voted approved the amendments to the Constitution in Question No. 1; 82.98% the amendment in Question No. 2; 69.25% the amendment in Question No. 3; and 68.58% the amendment in Question No. 4.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby certify and proclaim that the amendments to the Constitution embodied in Batasang Pambansa Resolution Nos. 104, 105, 110, 111, 112 and 113 were duly ratified by the Filipino people in the plebiscite held on January 27, 1984, and that these amendments are therefore effective and in full force and effect as of the date of this Proclamation.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
