NAPOLCOM MEMORANDUM CIRCULAR NO. 19-94

WHEREAS, under Section 4 (b) of NAPOLCOM Memorandum Circular No. 92-016 dated November 26, 1992, on the subject, "Providing Specific Policies/Rules on Promotion of PNP Uniformed Personnel," completion of officers training course is a mandatory requirement for promotion to the different rank levels in the PNP;
WHEREAS, it is noted that the application of this mandatory training course requirement as one of the criteria for promotion for Doctors, Dentists, Nurses, Engineers, Accountants and Priests, and other Officers holding technical positions does not contribute to higher levels of morale, efficiency and work performance, and in fact, appears irrelevant and unrealistic considering the nature of their functions and responsibilities;
WHEREAS, mindful of the foregoing, there is need and urgency to correct this deficiency in our rules on personnel action;
NOW THEREFORE, the Commission in furtherance of its function under Section 14 (e), RA No. 6975, hereby resolves as it is resolved, to issue the following guidelines appurtenant thereto:
1. That doctors, dentists, nurses, engineers, accountants, priests, and other officers holding technical positions in the PNP who are eligible for promotion are exempted from the mandatory officers training course requirement under NAPOLCOM Memorandum Circular No. 92-016, such as completion of regular Basic, Advance, OSEC and MNSA; PROVIDED, That they have passed the corresponding Board Examination in their respective fields of specialization;
2. That PNP officers who were recruited for, or presently holding technical positions, shall be prohibited from being assigned, detailed or transferred to positions which are non-technical in character or generally reserved for regular line or field officers, such as Regional Director, District Director or Provincial Director.
3. That PNP officers holding technical positions will be required to take career service courses relevant to their respective fields of specialization to enhance their professional advancement and service efficiency;
4. That to pursue the professional development of its technical services, the PNP shall, in coordination with the Philippine Public Safety College and subject to the approval of this Commission, formulate and conduct the appropriate progressive career courses of technical personnel specifically tailored to meet the needs of each technical specialty which shall thereafter serve as basis for the mandatory training requirement for promotion thereof; and
5. This Memorandum Circular shall be prospective in application and takes effect upon approval.
