Proper Allocation of Statistical Functions and Responsibilities of Government Agencies
Letter of Instructions No. 1082, issued on November 19, 1980, by Ferdinand E. Marcos, mandates the National Economic and Development Authority (NEDA) to coordinate and oversee statistical activities among various government agencies in the Philippines. It addresses issues of inefficiency and confusion arising from duplicated statistical efforts by multiple agencies, leading to a lack of credibility in the Philippine Statistical System. NEDA is tasked with defining responsibilities for data collection, processing, and dissemination, particularly concerning production, employment, earnings, and wage statistics. Additionally, all agencies must consult with NEDA before producing new statistical series to ensure compliance with established standards and avoid overlap. This order is effective immediately, aiming to streamline the production of reliable statistics for informed policy-making.
