MARINA Advisory No. 20-15, issued on October 10, 2015, informs ship and boat owners, operators, and builders in the Philippines about the prohibition of harmful organotins in anti-fouling paints, in compliance with the International Convention on the Control of Harmful Anti-fouling Systems on Ships. This convention, effective since September 17, 2008, mandates that all parties, including the Philippines, restrict the use of harmful anti-fouling systems to protect marine life and the environment. MARINA ADVISORY NO. 20-15
| TO | : | To All Ship/Boat Owners/Operators, Shipbuilders, Boatbuilders and Others Concerned |
| SUBJECT | : | Prohibition on the Use of Harmful Organotins in Anti-Fouling Paints on Ships/Boats |
Notice is hereby given to all concerned, in pursuant to International Convention on the Control of Harmful Anti-fouling Systems on Ships, for which it came into force effective 17 September 2008.
Under the terms of the AFS Convention, all Parties to the Convention including the Philippines, are required to prohibit and/or restrict the use of harmful anti-fouling systems on ships flying their flag, as well as ships not entitled to fly their flag but which operate under their authority and all ships that enter a port, shipyard or offshore terminal of a Party. CAacTH
The harmful anti-fouling compounds are known to slowly "leach" into sea water, killing barnacles and other marine life that have attached to the ship. These compounds persist in the water, thereby killing sea-life, harming the environment and possibly entering the food chain.
Anti-fouling systems to be prohibited or controlled are listed in the attached copy of the annex to the Convention which will be updated as and when necessary.
For strict compliance.
