Prohibition of Lithium-Ion Batteries as Cargo on Passenger Aircraft
On March 4, 2016, the Civil Aviation Authority of the Philippines (CAAP) issued Memorandum Circular No. 012-16, prohibiting the transport of Lithium-ion batteries as cargo on passenger aircraft. This decision follows the International Civil Aviation Organization's (ICAO) adoption of a similar safety measure on February 22, 2016. While these batteries cannot be shipped as cargo, passengers and crew are still allowed to carry them in personal electronic devices or packed with equipment in the cabin. The memorandum will take effect fifteen days post-publication in a widely circulated newspaper and upon filing with the U.P. Law Center-Office of the National Administrative Register.

CAAP MEMORANDUM CIRCULAR NO. 012-16

On 22 February 2016, the International Civil Aviation Organization (ICAO) has adopted a new aviation safety measure which prohibits the carriage of Lithium-ion batteries as cargo on passenger aircraft.
Pursuant to the powers vested on the Director General of the Civil Aviation Authority of the Philippines (CAAP) under Republic Act 9497 otherwise known as the Civil Aviation Authority of the Philippines Act of 2008 and in the interest of aviation safety, all shipments of Lithium-ion batteries are forbidden as cargo on passenger aircraft. However, Lithium-ion batteries packed with equipment or lithium ion batteries contained in personal electronic devices may be carried by passengers or crew in the cabin of the aircraft.
Effectivity:
Fifteen (15) days after publication in a requisite single newspaper of general circulation and a copy filed with the U.P. Law Center-Office of the National Administrative Register (ONAR), this Memorandum Circular shall take effect and supersedes any orders and/or memoranda in conflict herewith.
