Prioritization and Expeditious Resolution of Cases Involving Persons Deprived of Liberty Who are Seventy (70) Years Old and Above
OCA Circular No. 138-2022 directs judges of the first and second level courts in the Philippines to prioritize and expedite cases involving Persons Deprived of Liberty (PDLs) aged seventy (70) years and above. This initiative aims to promote efficient justice administration while addressing humanitarian concerns for elderly inmates. Judges are encouraged to consider relevant provisions of the Revised Penal Code and related laws that could benefit these elderly individuals. In the interest of efficient administration of justice and for humanitarian considerations, all concerned Judges of the first and second level courts are hereby ENJOINED to prioritize and expedite the disposition of cases involving elderly Persons Deprived of Liberty (PDLs) who are seventy (70) years old and above. Judges are strongly encouraged to consider the pertinent provisions of the Revised Penal Code and other related laws which may be favorably applied to the cases of the elderly PDLs.
