NAPOLCOM MEMORANDUM CIRCULAR NO. 02-97
PRESCRIBING SPECIFIC GUIDELINES IN THE IMPLEMENTATION OF NAPOLCOM RESOLUTIONS, MEMORANDUM CIRCULARS, ORDERS AND OTHER ISSUANCES AFFECTING THE PHILIPPINE NATIONAL POLICE (PNP)
In order to ensure proper and strict implementation of NAPOLCOM issuances affecting the Philippine National Police (PNP), this Commission in the exercise of its administration and control functions over the PNP hereby orders and directs: DcHSEa
SECTION 1. Observance of Command Channels. — All NAPOLCOM issuances pertaining to the PNP shall be referred to, or forwarded through, the Chief PNP, for his immediate implementation.
SECTION 2. Issuance of Implementing Orders. — Upon receipt of NAPOLCOM issuances, the Chief, PNP shall immediately issue implementing orders, copy furnished this Commission, and shall disseminate copies of such issuances to all concerned PNP uniformed personnel, for strict observance.
SECTION 3. Monitoring of Implementation. — Copies of NAPOLCOM issuances shall be furnished by the Commission to all its regional directors, who shall monitor the implementation thereof by the PNP within their respective areas of jurisdiction.
SECTION 4. Effectivity. — This Memorandum Circular shall take effect immediately.
