Preparation of Individual Rating Sheets for Judges and Fiscals
Letter of Instructions No. 952, issued on October 30, 1979, by President Ferdinand E. Marcos, mandates that promotions in the Philippine judiciary and prosecution service be based strictly on merit and qualifications. To ensure a fair evaluation, individual rating sheets must be created for judges and fiscals, detailing their case handling, pending cases, educational background, and length of service. These rating sheets will serve as the objective basis for any promotion or transfer of officials in these sectors. No promotions or transfers will be approved without the accompanying rating sheet, reinforcing the commitment to meritocracy in the judiciary.
