Power to Prohibit or Allow National Franchise License Gambling
The memorandum issued on April 17, 1996, clarifies that only the national government of the Philippines possesses the authority to issue licenses or permits for gambling operations. This directive stems from Presidential Decree No. 771, which removed local government units' (LGUs) power to regulate gambling through franchises or permits since 1975. The memorandum serves to inform key government officials about this legal framework regarding national franchise license gambling.
