SUPREME COURT MEMORANDUM ORDER NO. 49-04
POSTING ON THE WEB OF DECISIONS AND RESOLUTIONS OF THE COURT OF APPEALS, THE SANDIGANBAYAN AND THE COURT OF TAX APPEALS
WHEREAS, the DAVIDE WATCH envisions a Judiciary that is independent, effective and efficient, and worthy of public trust and confidence;
WHEREAS, the values of transparency, accountability and integrity in the judicial process promote independence, effectiveness, and efficiency in the system;
WHEREAS, making available to the public the decisions and resolutions of appellate courts as soon as they are promulgated would strengthen and promote transparency, accountability and integrity;
WHEREAS, in light of the foregoing and consistent with the objectives of the Action Program for Judicial Reform (APJR), the decisions of each collegiate court should be published on the web through a link with the Supreme Court Website; and
WHEREAS, the decisions and resolutions of the Supreme Court are published on the Supreme Court Website in accordance with Memorandum Order No. 14-2004 dated 27 February 2004, as amended by Amended Memorandum Order No. 14-2004 dated 3 August 2004; so must the decisions and resolutions of the Court of Appeals, the Sandiganbayan, and the Court of Tax Appeals.
NOW, THEREFORE, the Court of Appeals, the Sandiganbayan and the Court of Tax Appeals are hereby directed to adopt their own procedure of transmitting the printed copy (hard copy) and a magnetic copy of their promulgated decisions and resolutions to the Management Information Systems Office (MISO) of the Supreme Court. These decisions and resolutions will be published on the appellate courts' respective sub-domains in the Supreme Court Website, if possible on the day of their promulgation but not later than three (3) days after promulgation. The MISO is directed to make the necessary arrangements with each appellate court to implement this Memorandum. aASEcH
This Memorandum Order shall take effect upon its issuance.
