PNP MEMORANDUM CIRCULAR NO. 075-16
POLICY GUIDELINES AND TEST PARAMETERS IN THE CONDUCT OF TEST AND EVALUATION FOR THE ATHLETIC UNIFORM OF PNP NON-UNIFORMED PERSONNEL
1. REFERENCES:
a. Republic Act (RA) No. 9184 entitled "An Act Providing for the Modernization, Standardization and Regulation of the Procurement Activities of the Government and for other Purposes" and its Revised Implementing Rules and Regulations;
b. Mission and functions of the Directorate for Research and Development to formulate/update/improve Research and Development Test and Evaluation policies/procedures/capabilities;
c. NAPOLCOM Resolution No. 2015-347 entitled, "Amending NAPOLCOM Resolution No. 2008-560 by Prescribing the New Standard Specifications for the Athletic Uniform of PNP Non-Uniformed Personnel";

2. PURPOSE AND OBJECTIVE:
This MC sets forth the policy guidelines and test parameters in the conduct of test and evaluation of the Athletic Uniform of PNP Non-Uniformed Personnel (NUP). It aims to ensure the quality and functionality of the uniform based on NAPOLCOM approved specifications. Likewise, the NUP Athletic Uniform is for use of NUP during the conduct of athletics and fun run activities only.
3. SCOPE AND APPLICATION:
This MC shall be applicable in the conduct of post-qualification test and during inspection and acceptance test of the Athletic Uniform of PNP NUP.
4. DEFINITION OF TERMS:
a. Acceptable Quality Level (AQL) — a statistical measurement of the maximum number of defective goods considered acceptable in a particular sample size.
b. Acceptance Test — a thorough test of the Athletic Uniform prior to taking ownership and making payment.
c. Bursting Strength — is the force or pressure required to rupture a fabric by distending it with a force applied at right angles to the plane of the fabric under specified conditions.
d. Classifications of Test Parameter — is the enumeration of possible defects of the unit of product classified according to their seriousness.
e. Color Fastness — is the resistance of the material to change in any of its color characteristics (change in color).

f. Defect — is any non-conformance of the product with specified requirements.
g. Defective — is a unit of product which contains one or more defects.
h. Dimensional Change — is the change in the length and width dimensions of a fabric or a garment.
i. Fiber Composition — is the identity and amount of the various fibers that make up the fabric.
j. Inspection — is the process of measuring, examining, testing, or otherwise comparing the unit of product with the requirements.
k. Lot or Batch — The term lot or batch shall mean "inspection lot" or "inspection batch". It is a collection of units of product from which a sample is to be drawn and inspected and may differ from a collection of units designated as a lot or batch for other purposes (e.g., production, shipment, etc.).
l. Lot or Batch Size — The lot or batch size is the number of units of product in a lot or batch.
m. Major Defect — is a defect, other than critical, that is likely to result in failure, or to reduce materially the usability of the unit of product for its intended purpose.
n. Minor Defect — is a defect that is not likely to reduce materially usability of the unit of product for its intended purpose, or is a departure from established standards having little bearing on the effective use or operation of the unit.
o. Post Qualification — is the stage where the bidder with the lowest calculated bid, in the case of goods and infrastructure projects, or the highest rated bid, in the case of consulting services, undergoes verification and validation whether he/she has passed all requirements and conditions as specified in the bidding documents.
p. Quality Control — is a measure undertaken to ensure that an acceptable level of system performance is maintained.
q. Sample — consists of one or more units of product drawn from a lot or batch. It is a unit of the sample being selected at random without regard to the quality.
r. Sample Size — is the number of units of product in the sample.
s. Sample Size Code Letter — is a device used along with the AQL for locating a sampling plan on a table of sampling plans.
t. Sampling Plan — indicates the number of units of product from each lot or batch which are to be inspected (sample size or series of sample sizes) and the criteria for determining the acceptability of the lot or batch (acceptance and rejection numbers).
u. Technical Specifications — refer to the physical description of the goods or services as well as the procuring entity's requirements in terms of the functionality, performance and standard designs of the goods to be manufactured or supplied, and/or the services to be rendered.
5. GUIDELINES:
a. The DRD, shall function as independent testing facility of the PNP. As required, its personnel shall perform their duties pursuant to the mandates of PNP MC No. 2015-015;
b. In case the Bids and Awards Committee (BAC) or the Committee on Inspection and Acceptance (CIA) designate DRD personnel as members of the Technical Working Group (TWG), the designation shall at all times be covered by appropriate Letter Orders. Accordingly, designated personnel shall perform such functions as members of the committee and shall no longer function as personnel of the DRD, performing as independent testing facility;
c. The composition of the Technical Working Group (TWG) for the conduct of post-qualification test and the TWG for Inspection and Acceptance shall be meticulously selected by the BAC or the CIA. The TWG shall be headed by the most senior Police Commissioned Officer (PCO) who shall be appointed by the BAC in case of post-qualification test, or the Committee on Inspection and Acceptance, in case of inspection and acceptance test;
d. The Chief of the concerned division of the end-user unit or other PCO from the same Office shall be automatically selected as member of the TWG. To strengthen check and balance, in no case shall a member of the TWG for post-qualification be selected as member of the TWG for Inspection and Acceptance;
e. The post-qualification test and the conduct of inspection and acceptance test shall be based on the most recent standard specifications issued by the National Police Commission (NAPOLCOM) for athletic uniform of PNP NUP and the number of sample items to be tested shall be clearly reflected in the bidding documents;
f. Additional technical requirements imposed by the BAC may only be considered in the conduct of test if the same are properly reflected in the bidding documents or in its supplemental bid bulletin. Likewise, in case there is a need to conduct additional tests, which are not included in the approved test parameters, the same may be allowed only if the additional test parameters are properly reflected in the bidding documents or in its supplemental bid bulletin;
g. Administrative and operational expenses for the conduct of post-qualification and test and evaluation shall only be imposed upon the supplier if the same were included in the computation of the Approved Budget for the Contract and integrated in the preparation of the Procurement Management Plan. If such expenses were not considered therein, the same may be charged to the proceeds of the sale of the bid documents as indirect cost or administrative cost allocated to the bidding activities, pursuant to GPPB Resolution No. 04-2012;
h. Consistent with the "pass or fail criteria," non-compliance with NAPOLCOM approved standard specifications during post-qualification test is a ground for post-disqualification;
i. If during the inspection and acceptance test, the items delivered by the supplier failed to pass any test and/or inspection or do not conform with the specifications, the same shall be subject to the provision of Clause 16.4 of the General Conditions of the Contract of the Philippine Bidding Documents; HEITAD
j. Samples submitted for post-qualification and test and evaluation shall not be considered part of the delivered items, unless otherwise specifically provided in the bidding documents. Except in cases where samples are considered part of the delivered items, all samples submitted shall be returned to the suppliers immediately after the termination of the post-qualification or test and evaluation;
k. All the members of the TWG shall sign the result of the post-qualification test. In case there are disagreements on the findings of the TWG, the member who did not conform with the findings/results is allowed not to sign the report, provided that he will submit his written explanation, which shall be attached to the report of the TWG; and
l. The report of the TWG on post-qualification shall be submitted to the BAC; while the outcome of the inspection and acceptance test shall be submitted by the TWG to the CIA, copy furnished TDRD and the end-user unit.
6. TEST PARAMETERS:
Sample size is based on MIL-STD-105E (Please see Annex A) and is dependent on the total quantity delivered for each item. In determining the sample size for Acceptance Test, Double Sampling Plan for Normal Inspection (Inspection Level II) will be used. The Acceptance Quality Limit (AQL) to be used for major defects is 6.5 while for minor defects the AQL to be used is 25. In case of single (one piece/pair/set) delivery, only functional test will be conducted. Materials to be used for the laboratory test shall be provided by the proponent.

7. RESCISSION:
All other test procedures, guidelines or SOPs contrary to or inconsistent with the provisions of these test procedures are hereby rescinded, modified or amended accordingly.
8. EFFECTIVITY:
This MC shall take effect after 15 days from filing a copy thereof at the UP Law Center in consonance with Section 3, Chapter 2, Book VII of Executive Order 292 otherwise known as the "Revised Administrative Code of 1987," as amended.

ANNEX A
1. Random Sampling. The corresponding sample size for the total number delivered for each item is shown in Table 1:
2. Planning for Sampling:
a. Sample sizes are designated by code letters. Table 1 shall be used to determine the applicable code letter for the particular quantity delivered and the prescribed inspection level. Unless otherwise specified, Inspection Level II will be used; and
b. The Acceptance Quality Limit (AQL) and the code letter shall be used to obtain the sampling plan from Table 2. The AQL to be used for major defects is 6.5 while for minor defects the AQL to be used is 25. ATICcS
