State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCs) must also adhere to these policies and standards. The memorandum emphasizes the academic freedom of HEIs in their curricular offerings while ensuring compliance with minimum requirements.
The BEEd program is composed of various courses including General Education Courses, Professional Education Courses, Major/Specialization Courses, Electives, and Mandated Courses such as Physical Education and NSTP. The curriculum is designed to develop highly motivated and competent teachers specializing in elementary education. HEIs have the flexibility to innovate in their curriculum and delivery methods, as long as they can demonstrate the attainment of program outcomes.
CHED mandates regular monitoring and evaluation of HEIs to ensure compliance with the policies, standards, and guidelines set forth in this memorandum. HEIs are given a period of three years to fully comply with all the requirements, with the minimum curricular requirements to be implemented starting Academic Year 2018-2019. Non-compliance may result in administrative sanctions pursuant to relevant laws and regulations.
