CHED MEMORANDUM ORDER NO. 016-10

In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known as the "Higher Education Act of 1994," and by virtue of the 345th Regular Commission en Banc Resolution No. 498-2009 dated December 23, 2009 and for the purpose of making relevant the general principles and guidelines for the operation of undergraduate History programs in all Higher Education Institutions (HEIs) in the country, this set of policies and standards is hereby adopted and promulgated by this Commission.
ARTICLE I
Introduction
SECTION 1. Rationale and Background. — History is the study of the past, encompassing every dimension of human experience: — social life, the economy, culture, thought, and politics. Students of history study individuals, groups, communities, and nations from every imaginable perspective, using all the techniques of the humanities and the social sciences to understand why events happen, how people experienced these events, and how these events reshaped the societies we live in. By understanding the diversity of human experience and how it has changed over time, we are able to understand others and ourselves.
History is essential to individuals and society, for history tells the national history, portrays the distinctive features of the national experience, thus forging an understanding of national values and a commitment to the nation. HDIATS
ARTICLE II
Authority to Operate
SECTION 2. All Private Higher Education Institutions (PHEIs) intending to offer Bachelor of Arts in History must secure proper authority from the Commission on Higher Education in accordance with existing rules and regulations. State Universities and Colleges (SUCs), and Local Colleges and Universities (LCUs) should likewise strictly adhere to the provisions in this set of Policies and Standards.
ARTICLE III
Program Specifications
SECTION 3. Degree Name. — The degree under this program shall be called Bachelor of Arts in History (BA History).
SECTION 4. Objectives. — The history program aims to provide a wide variety of introductory and advanced courses that will introduce students to the ways in which historians recreate the past, and to build skills of historical analysis, writing and research. History informs our understanding of literature, music, art, and the world around us. A historical perspective will give one a richer appreciation for everything one experiences.
SECTION 5. Specific Professions/Careers/Occupations or Trades that the Graduates of this Program May Go into. — Graduates of this program may pursue the following career paths: professional historians, teachers at various levels, school administrators, museum and cultural workers, historical researchers for business or public agencies, media practitioners, legal aides/assistants and historical consultants, and the foreign (diplomatic) service.
SECTION 6. Allied Programs. — The BA History allied programs are Archaeology, Cultural Anthropology and Political Science.
ARTICLE IV
Competency Standards
SECTION 7. Upon completion of the undergraduate program in history, graduates must have acquired the following competencies:
1. understanding of the major theories and philosophies of history, especially as they apply to the Philippine context; cEaSHC
2. knowledge and ability to undertake research using established historical methodologies within the limits of a conceptual framework;
3. skills requisite in historical analysis, including the ability to use, evidence, assess interpretations, and analyze research data;
4. knowledge of related/relative disciplines in the social sciences;
5. ability to translate historical research into an acceptable written work on history; and
6. understanding of broad perspectives in historical context of contemporary developments in the national and global setting.
ARTICLE V
Curriculum
SECTION 8. Curriculum Description. — The BA History program has a total of one hundred fifty two (152) units, of which sixty-three (63) are general education courses, the remaining eighty-nine (89) units are distributed among the discipline's Basic, Core, Required, Cognates, Thesis, Practicum, Physical Education and National Service Training Program (NSTP).
However, the subjects listed under the General Education courses shall automatically be considered as revised once a new CMO on General Education is issued by CHED, without the need for additional action on the part of the concerned Technical Panel. The Office of Programs and Standards (OPS) will issue an amendment to this CMO at such time to show the revised curriculum.

SECTION 11. Thesis Requirement for the Program. — As a culmination of the BA History program, the course requires the student to write a major historical essay/senior thesis, under the guidance of a faculty adviser. The senior thesis should be submitted in the final semester of the course of study, but research and writing should be started while the student is doing the historiography courses, in consultation with a designated faculty adviser.
SECTION 12. On-the-Job Training or Practicum Requirements. — The student should get exposure in the management of documentary materials and other historical records found in archives, libraries, corporate offices, private collections, and other depositories.
ARTICLE VI

SECTION 13.The course specifications for the BA History program are contained in Annex A of this Order.
ARTICLE VII
Other Requirements
SECTION 14. Program Administration. — The undergraduate program in History should be administered by a Dean and/or Unit/Department Chair, Head, and/or Coordinator with appropriate qualifications specified below.
A. Qualifications, Functions/Responsibilities and Teaching Load of the Dean or its equivalent
1. Qualifications. The Dean or Head of a college or institution must be:
a. at least a holder of an earned doctoral degree in the social sciences, humanities and communication;
b. with at least five (5) years teaching experience; and
c. with at least two (2) years administrative experience.
2. Functions/Responsibilities
a. Provides over-all direction in the pursuit of the objectives of the program;
b. Recommends qualified faculty members to teach in the program, on the recommendation of the Department Chair, Head, or Coordinator; EAcHCI
c. Provides administrative support to the Department;
d. Sits in department meetings upon invitation of the Chair, Head or Coordinator;
e. Fulfills all other functions as may be explicitly required by the institution.
3. Teaching Load. The Teaching load of the Dean of a college or institution must not exceed six (6) units per semester/term.
B. Qualifications, Functions/Responsibilities and Teaching of a Unit/Department Head or its equivalent
1. Qualifications. The Unit/Division/Department Head who is a full-time faculty member must be:
a. at least a Master's degree holder in History; and
b. with at least five (5) years teaching experience.
2. Functions/Responsibilities:
a. Ensures that a syllabus is provided for each course in the curriculum and the syllabus is followed by the instructor of the course;
b. Periodically reviews and updates the curriculum along with the department faculty, in consultation with the appropriate CHED Committee;
c. Recommends the appointment of qualified faculty members;
d. Convenes regular and special departmental (if the need arises) faculty meetings;
e. Schedules classes and assigns faculty-teaching load based on the competence of faculty;
f. Ensures that student grades are submitted on time by the faculty; SACTIH
g. Supervises student evaluation of faculty;
h. Assures the competitive advantage of the department;
i. Designs and supervises programs for faculty teaching, research, and extension of the department;
j. Fulfills other functions as may be assigned by the Dean.
3. Teaching Load. The Teaching load of the Unit/Division/Department Head of a college or institution must not exceed six (6) units per semester/term.
SECTION 15. Faculty Requirements. —
A. Qualifications. Only the following may teach in the core, required and thematic history courses specified in this memorandum order:
1. A holder of Bachelor of Arts degree in History with outstanding academic undergraduate; or
2. A holder of Bachelor of Arts degree (major in any social science discipline other than history) with 18 units of graduate credits in history; or
3. A holder of Master of Arts degree in history.
B. Percentage of full-time faculty. There should be at least a minimum of five (5) full-time faculty with MA degrees.
C. Teaching Load. For the full-time faculty, the maximum teaching load is 15 units per semester. The total load for part time faculty who is teaching in more than one institution is 18 units per semester. Faculty members teaching in another institution should advice his/her immediate superior and secure approval following established school regulations. No faculty shall be allowed to teach for more than three consecutive hours in one day and more than three course preparations per semester.
SECTION 16. Library Requirements. —
A. Librarians. Every college/institution/department offering BA History program shall have an adequately equipped library that will provide all the basic textbooks, as well as reference materials for research and other scholarly purposes, as well as resources for current trends. The following are the minimum staff requirements: HTIEaS
1. A college/institution/department library should have a full-time librarian who is a holder of Master in Library and Information Science degree with a valid license.
2. There should be one full-time librarian for the first 500 students enrolled, and for an enrollment of 1,000 students two (2) full-time librarians shall be required.
3. Library assistant/s must be a holder/s of Bachelor of Library and Information Science degree.
B. Library holdings. Library holdings should conform to the CHED-existing requirements for libraries:
1. For the BA History program, the libraries must provide at least five (5) book titles per course found in the curriculum.
2. The HEI is likewise required to subscribe to at least five (5) peer reviewed and/or international refereed journals and periodicals in history and related disciplines that are published locally and internationally. The subscriptions may be for hard or electronic copies of the journal.
3. The library should have at least 100 audio-visual materials in the forms of tapes, films, records, CDs and DVDs.
4. The library must provide internet facilities to allow faculty members and students to undertake research and other academic activities.
5. The library must provide access to electronic library materials such as CD-ROMS and electronic subscriptions.
SECTION 17. Classroom Requirements. — For lecture classes, ideal size is twenty (20) students per class, maximum of forty (40). Special lectures with class size of more than forty (40) may be allowed as long as the attendant facilities are provided.
SECTION 18. Admission and Retention. —
A. Admission. Admission into the BA History program requires a high school diploma from a CHED recognized institution, passing the particular college/university's required admission examinations, as well as meeting all other requirements (an interview and/or written examination) the admitting institution may impose. B. Retention. Students admitted into the BA History program must maintain a grade weighted average of at least 2.25, or its equivalent, for major subjects. To remain in the history program, students should not have a record of failure in twelve (12) units of history.
ARTICLE VIII
Transitory Provision
SECTION 19. All HEIs, including SUCs and LCUs, with existing authority for AB History program are hereby given a period of three (3) years from the effectivity thereof to fully comply with all the requirements in this CMO.
ARTICLE IX
Sanctions
SECTION 20. For violation of this Order, the Commission may impose such administrative sanction as it may deem appropriate pursuant to the pertinent provisions of Republic Act No. 7722 in relation to Section 69 of Batas Pambansa Blg. 232 otherwise known as the "Higher Education Act of 1982, Section 63 of Article XII and Sections 142-143 of Article XXVI of the Manual of Regulations for Private Higher Education of 2008, and other related laws.
ARTICLE X
Separability & Repealing Clause
SECTION 21. Any provision of this Order, which may thereafter be held invalid, shall not affect the remaining provisions.
All CHED issuances or part thereof inconsistent with the provision in this CMO shall be deemed modified or repealed.
ARTICLE XI
Effectivity Clause
SECTION 22. This Order shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
