SUBJECT : Philippine Coast Guard Organizational Structure

 

I. Rationale

Republic Act No. 9993 (Philippine Coast Guard Law of 2009) established the Philippine Coast Guard as an armed and uniformed service attached to this Department, thereby repealing Republic Act No. 5173. Recognizing the technological advances and increased economic activity in the maritime industry and the rising challenges in securing the maritime environment and jurisdiction, the said law sees the PCG as a maritime law enforcement agency able to adequately and effectively respond in the performance of its mandated functions. The PCG therefore, is envisioned to protect the maritime jurisdiction of the country, particularly any safety, environmental protection and security, and against lawlessness. The conduct of maritime search and rescue remains an obligation of the PCG to the people in distress at sea. The PCG will play a lead role in the operations and sustainment of the National Coast Watch Center (NCWC) which will serve as the focal point in the Maritime Situational and Maritime Domain Awareness. The PCG with all the lined up vessels and aircraft acquisitions will surely expand to meet the ever changing challenges in the Region.

II. Objectives

a) To establish the organizational structure of the Philippine Coast Guard in accordance with the provisions of RA 9993;

b) To define the functional responsibilities of each Coast Guard unit/group to effectively and efficiently implement the five (5) core functions of the Philippine Coast Guard;

c) To provide an established structure of Coast Guard units/commands for the efficient distribution of manning and equipment as the Command may deem it fit to provide optimum responsiveness in the performance of its mandates.

III. Structure

1. With the new PCG Law, it is imperative to re-structure the PCG to respond to its enhanced mandate, functions and responsibilities. Thus, the PCG organization is hereby established and structured in Annex "I" of this Order it shall be generally categorized into seven (7) groups, namely: cTCADI

a) Headquarters, Philippine Coast Guard (HPCG)

b) Functional Commands (FCs)

c) Coast Guard Districts (CGDs)

d) Administrative Support Commands (ASCs)

e) Operational Support Commands (OSCs)

f) Support Bases (SBs)

g) Technical and Administrative Support Services and Offices (TASSOs)

2. Further, the PCG is envisioned to increase its current personnel strength to 13,500 by year 2020 with 11,800 Non Officers and 1,700 Officers at 1:7 ratio based on RA 9993. Provided that a yearly recruitment of more or less 1,000 personnel is realized subject to budget availability and allocation for personnel services as determined by competent government authority.

IV. Functional Responsibilities

1. Headquarters, Philippine Coast Guard (HPCG) — provides the command, control and policy direction of the Philippine Coast Guard. It periodically reviews the Implementing Rules and Regulations to ensure policies and procedures are developed and implemented responsively to the prevailing situation or environment and prospectively attuned to foreseeable developments of the future.

The Commandant, PCG, shall carry the rank of Admiral (O-10) in the table of organization position.

In the conduct of the day-to-day management and operation of the Philippine Coast Guard, the Office of the Commandant is assisted by the HPCG Staff Organization which provides the management of personnel, resources and equipment of the PCG. It is likewise responsible for the command and control of the operating units. DAHSaT

The following are the HPCG Staff Organization to the creation of other staff offices in the exercise of the Commandant's power of reorganization according to the exigencies of the service:

a) The Deputy Commandant — shall assist the CPCG in providing vision and direction of the Philippine Coast Guard.

 The Deputy Commandant shall carry the rank of Vice Admiral (O-9) in the table of organization position.

b) The Chief of Coast Guard Staff — shall assist the Commandant, Philippine Coast Guard in matters pertaining to the functions and movement of the Central Staff.

 The Chief of Coast Guard Staff shall carry the rank of Commodore (O-7) in the table of organization position.

c) The Central Staff — shall advise the Commandant in the formulation of policies pertaining to Human Resource, Intelligence, Operations, Logistics, International Affairs, Comptrollership, Community Relations, Maritime Safety Services, Marine Environmental Protection, Ships and Ships Repair, Weapons, Communications, Electronics Information Systems and Coast Guard Education and Training.

 The Central Staff shall carry the rank of Captain (O-6) in the table of organization position.

d) The Coast Guard Action Center — shall assist and advice the Commandant, PCG thru monitoring the administration and operation of PCG units ashore and afloat by means of speedy transmission of communications and accurate information to and from individuals, groups or entities both internal and external.  The Coast Guard Action Center Director shall carry the rank of Captain (O-6) in the table of organization position.

e) The Bids and Awards Committee — shall undertake all procurement activities of the Philippine Coast Guard in accordance with existing rules, regulations, orders and circulars of the DOTC.

 The Chairman of the Bids and Awards Committee shall be the third ranking officer of the PCG.

f) The Public Affairs Office — shall advise the Commandant, Philippine Coast Guard on Public Information Programs of the PCG with the objectives of advancing National Aims, Interests and Policies.

 The Commander, Public Affairs Office shall carry the rank of Captain (O-6) in the table of organization position.

g) Special Concerns Office — shall assist and advice the CPCG on all matters pertaining to local and foreign concerns that require immediate and special attention.

 The Commander, Special Concerns Office shall carry the rank of Captain (O-6) in the table of organization position.

h) Headquarters Support Group — shall assist and advise the CPCG on matters pertaining to the administrative, operational, maintenance and sustainment of the HPCG facilities, equipment, armory, and mobility assets and shall be the carrying unit of all PCG personnel assigned HPCG. aIHCSA

 The Commander, Headquarters Support Group shall carry the rank of Captain (O-6) in the table of organization position.

i) The Office of the First Master Chief Petty Officer — shall assist the Commandant, Philippine Coast Guard on all matters pertaining to the maintenance and enhancement of the morale, welfare and discipline of the Non-Officers of the Philippine Coast Guard.

 The Specific manning requirements as well as its specific functions of the HPCG Staff Organization, shall be as defined in Annex "II" hereof.

2. Functional Commands (FCs) — are responsible in the formulation of respective policies of the five (5) functional areas of the PCG: maritime safety, marine environmental protection, maritime security, maritime law enforcement, and search and rescue. They are primarily responsible in giving effect to the provisions of the Implementing Rules and Regulations of RA 9993 through the formulation and promulgation of rules and regulations, memorandum circulars, standard operating procedures (SOPs), directives, instructions and advisories, which shall be approved by the DOTC Secretary.

In addition thereto, the FCs shall exercise the following powers: act as Quasi-judicial/Hearing body pertaining to their respective functional areas; approve accreditation of certificates (if any); conduct training within its respective functional areas; act as Point of Contact (POC) for international activities; provide technical assistance to CGDs; conduct marine inquiry/investigation; review investigation conducted by CGDs; perform as spokesperson in behalf of CPCG; research and develop capabilities based on latest technologies; and determine equipment for acquisition; conduct policy review and analysis and development of functional and operational doctrines.

The following are the Functional Commands, without prejudice to the creation or establishment of additional FCs as may be deemed necessary in the future:

a) MSSC - Maritime Safety Services Command
       
b) MARSLEC - Maritime Security and Law Enforcement Command
       
c) MEPCOM - Marine Environmental Protection Command

a) The Maritime Safety Services Command (MSSC) — shall assist the Commandant, PCG in the formulation of rules and regulations to promote Maritime Safety. It provides the policy doctrines based on the mission direction provided by the Command in relation to such Core Function. It shall likewise assume the administration and operational control of the Maritime Search and Rescue Group which shall be designated as the Maritime Rescue Command Center (MRCC). It likewise provides the necessary training of the personnel in its specific functional area. aESHDA

 The Commander, Maritime Safety Services Command shall carry the rank of Rear Admiral (O-8) in the table of organization position.

 The Deputy Commander, MSSC shall carry the rank of Captain (O-6) in the table of organization position.

 The Commander, of Coast Guard SAR Group shall carry the rank of Captain (O-6) in the table of organization position.

b) The Maritime Security and Law Enforcement Command (MARSLEC) — shall be activated, it shall assist the Commandant, PCG in the formulation of rules and regulations on Maritime Security and Law Enforcement. It shall cater to the growing concerns on Maritime Domain Awareness and Maritime Situational Awareness. It provides the policy doctrines based on the mission direction provided by the Command in relation to such Core Function. It shall assume administrative control of the CG Intelligence Force, CG K-9 Unit, CG Anti-Terrorist Unit and the Sea Marshall Group. It shall be designated as the POC in the Command's representation to all intelligence, security and law enforcement related activities such as but not limited to representations to NSC, NICA, ICC-WPS, OTS, NCWC and other government agencies with similar functions as well as representation to other Regional and foreign related activities. It likewise provides the necessary training of the personnel in its specific functional area.

 The Commander, Maritime Security and Law Enforcement Command shall carry the rank of Rear Admiral (O-8) in the table of organization position.

 The Deputy Commander, MSLEC shall carry the rank of Captain (O-6) in the table of organization position.

 The Commander of the Coast Guard Intelligence Force, CG K-9, CG Anti-Terrorist Unit and Sea Marshal Group shall carry the rank of Captain (O-6) in the table of organization position.

c) The Marine Environmental Protection Command (MEPCOM) — shall assist the Commandant, PCG in the formulation of rules and regulations to promote Marine Environmental Protection. It provides the policy doctrines based on the mission direction provided by the Command in relation to such Core Function. It likewise provides the necessary training of the personnel in its specific functional area. MEPCOM shall have operational and administrative control of the National Operations Center for Oil Pollution. TcDaSI

 The Commander, Maritime Environmental Protection Command shall carry the rank of Rear Admiral (O-8) in the table of organization position.

 The Commanding Officer of National Operations Center for Oil Pollution (NOCOP) shall carry the rank of Captain (O-6) in the table of organization position.

 The specific manning requirements as well as its specific functions of the FCs, shall be as defined in Annex "III" hereof.

3. Coast Guard Districts (CGDs) — are primarily responsible in the conduct of management of support units and operations within respective areas of responsibilities in order to implement the policies formulated by the FCs. In addition to its regular powers and functions, it shall exercise the following:

a) Implement RA 9993, and its IRR through tertiary legislation (MCs, SOPs, Directives and Advisories) formulated by the FCs;

b) Act as Mission Coordinators during response activities in coastal and sea areas;

c) Ensure efficient utilization of manpower and equipment.

 The following are the Coast Guard Districts, without prejudice to the creation or establishment of additional CGDs as may be deemed necessary in the future:

CGDNWLZ - Coast Guard District North Western Luzon
CGDNCR-CL - Coast Guard District National Capital Region-Central Luzon
CGDBCL - Coast Guard District Bicol
CGDSTL - Coast Guard District Southern Tagalog
CGDPAL - Coast Guard District Palawan
CGDEV - Coast Guard District Eastern Visayas
CGDCV - Coast Guard District Central Visayas
CGDWV - Coast Guard District Western Visayas
CGDNM - Coast Guard District Northern Mindanao
CGDSEM - Coast Guard District South Eastern Mindanao
CGDSWM - Coast Guard District South Western Mindanao

 In view of the peculiarities of their respective Areas Of Responsibilities (AOR), the maritime traffic, strategic locations and national security interests that may affect its area of operation and the number of units, personnel and resources present in such district, it has been categorized into two, namely:

1. Major Districts

2. Minor Districts

 The Major Districts are as follows:

1. CGD NCR-CL — for its strategic location being within the capital city of Manila, the seat of National Government, high volume of maritime traffic and activity in terms of tonnage, and the number of units, personnel and resources present. ITAaCc

2. CGD STL — for the high volume of maritime traffic and activity in terms of tonnage, the number of units, personnel and resources present.

3. CGD CV — for its strategic location being in the middle of the Visayas islands, the high volume of maritime traffic and activity in terms of tonnage, the number of units, personnel and resources present.

4. CGD PAL — for its strategic location in terms of National Security concerns particularly in the West Philippine Sea, the high volume of maritime traffic and activity in terms of tonnage, the number of units, personnel and resources present.

 All the rest are considered Minor Districts, without prejudice to said Districts being elevated into a Major District/s under the parameters as may be set forth by the Command in the future.

 The Commanders of all Districts shall carry the rank of Commodore (O-7) in the table of organization position.

 The Deputy Commander, CGD shall carry the rank of Captain (O-6) in the table of organization position.

 The specific manning requirements as well as its specific functions of the CGDs, shall be as defined in Annex "IV" hereof.

4. Administrative Support Commands/Services (ASCs) — provides HPCG, with the administrative support in terms of training, knowledge and skills proficiency, professionalism, order and discipline, as well as the financial and asset management of coast guard resources, materiel and personnel.

The following are the Administrative Support Commands/Services, without prejudice to the creation or establishment of additional ASCs as may be deemed necessary in the future: acHDTE

CGETC - Coast Guard Education and Training Command
CGIAS - Coast Guard Internal Affairs Service
CGLOGS - Coast Guard Logistics Service

a) The Coast Guard Education and Training Command — shall provide for the development of professionally competent coastguardsmen by providing the necessary knowledge, skills and attitude needed to effectively perform the various Philippine Coast Guard functions.

 The Commander, Coast Guard Education and Training Center shall carry the rank of Rear Admiral (O-8) in the table of organization position.

 The Deputy Commander, CGETC shall carry the rank of Captain (O-6) in the table of organization position.

b) The Coast Guard Internal Affairs Service — shall promote honesty, integrity and accountability among coastguardsmen and strives to instill order and discipline, efficiency, economy, and professionalism in the Coast Guard service, through the conduct of proactive inspections and audit on all PCG personnel, units/facilities and properties and evaluate the operational readiness/security of PCG Units.

 The Commander, Coast Guard Affairs Service shall carry the rank of Commodore (O-7) in the table of organization position.

c) The Coast Guard Logistics Service — shall be activated, it shall provide for the planning, procurement, distribution, supply management and facility establishment and maintenance of PCG and other resources and assets of the PCG. EaCDAT

 The Commander, Coast Guard Logistics Service shall carry the rank of Captain (O-6) in the table of organization position.

 Under the CGLOGS is the Coast Guard Procurement Service which shall be primarily responsible in the procurement of materials and services needed for the PCG in accordance with the RA 9184, existing policies and procedures. To prepare documents for payment of materials and services procured and perform other related services as required. It is responsible in implementing procedures on the procurement of supplies, materials, equipment and services for the PCG.

 The Commander, Coast Guard Procurement Service shall carry the rank of Captain (O-6) in the table of organization position.

 The specific manning requirements as well as its specific functions of the ASCs, shall be as defined in Annex "V" hereof.

5. Operational Support Commands (OSCs) — are primarily responsible for supporting the CGDs with highly skilled personnel and specialized equipment.

The following are the Operational Support Commands, without prejudice to the creation or establishment of additional OSCs as may be deemed necessary in the future:

a) COAST GUARD FLEET:

CGRF — Coast Guard Ready Force
CGAG — Coast Guard Air Group
CGSOG — Coast Guard Special Operations Group

b) CGWCEISS — Coast Guard Weapons, Communications, Electronics and Information System Service SECAHa

The Coast Guard Fleet — shall be responsible in supporting the operational requirements of the Coast Guard Districts for all the platforms which includes the air, surface, and subsurface assets and shall exercise management of the Coast Guard Ready Force, Coast Guard Air Group and the Coast Guard Special Operations Group.

The Commander, Fleet Command shall carry the rank of Rear Admiral (O-8) in the table of organization position.

The Deputy Commander, CG FLEET shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Ready Force — shall organize, train, equip and maintain all floating assets under Coast Guard Ready Force to support the accomplishment of PCG mission. It is responsible for the career management of all shipboard assignment of PCG personnel, shipboard training and other related shipboard emergency readiness trainings and evaluation.

The Commander, Coast Guard Ready Force shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Air Group — shall prepare and provide air assets for Coast Guard Operations in support of Coast Guard mission. It shall be responsible for the management of all air assets including future acquisitions and conduct of the basic and advance pilot courses and related air assets maintenance and management.

The Commander, Coast Guard Air Group shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Special Operations Group — shall provide special operations capability in support to the PCG mission. It is responsible in the conduct of the basic and advance dive training to include the specialization training on technical diving. TSHcIa

The Commander, Coast Guard Special Operations Group shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Weapons, Communications, Electronics, Information Systems Service — shall be responsible for the management, operation, maintenance and repair of weapons, communications, electronics and information systems in support of the accomplishment of the Coast Guard mission. It shall exercise operational control and technical supervision of the installation, distribution, operations, repairs and maintenance of weapons, communications, electronics and information system, GMDSS and Maritime Communication System equipment as well as the integration of current and future communications capability with the National Coast Watch Center (NCWC).

The Commander, Coast Guard Weapons, Communications, Electronics, Information Systems Command shall carry the rank of Commodore (O-7) in the table of organization position.

The specific manning requirements as well as its specific functions of the OSCs, shall be as defined in Annex "VI" hereof.

6. Support Bases (SBs) — provides administration, logistics, mobility and service support to the various Philippine Coast Guard Units in the performance of its core functions.

The following are the Support Bases, without prejudice to the creation or establishment of additional SBs as may be deemed necessary in the future:

a) CG Base Bulacan

b) CG Base Farola

c) CG Bouy Base Cavite

d) CG Base Mactan IEcDCa

e) CG Base Romblon

f) CG Base Roxas

g) CG Base Laguindingan

h) CG Base Taguig

The Support bases provides for additional manpower and resources in cases of rescue and assistance to nearby civilian populace in case of emergency and calamities, as well as in support of the performance of other Coast Guard Units' performance of the PCG's core functions.

The Commanders of the Support Bases shall carry the rank of Captain (O-6) in the table of organization position.

The specific manning requirements as well as its specific functions of the SBs, shall be as defined in Annex "VII" hereof.

7. Technical and Administrative Support Services and Offices (TASSOs) — provides HPCG, FCs, CGDs ASCs, OSCs, and SBs with support in terms of, but not limited to providing health care; training; information/technical knowledge; investigative service; finance services, legal services; religious services; real estate management; infrastructure design; procurement services; recruitment services; other special services and venue for related activities.

The following are the Technical and Administrative Support Services and Offices, to include those existing TASSOs not specifically mentioned hereunder, and without prejudice to the creation or establishment of additional TASSOs as may be deemed necessary in the future: IEAHca

l) CGPMS — Coast Guard Personnel Management Service

The Coast Guard Finance Center — shall be primarily responsible in advising the Commandant, PCG pertaining to financial services matters.

The Commander, Coast Guard Finance Center shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Legal Service — shall be primarily responsible in providing legal advice on the interpretation, application and implementation of the mandate of RA 9993 and other relevant laws, rules and regulations as well as rendering legal advice on the interpretation, application and implementation of laws, rules and regulations affecting the rights, privileges or interests of the PCG and its personnel. It shall likewise handle and appear in all cases where the Philippine Coast Guard is a party. aIAcCH

The Commander, Coast Guard Legal Service shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Medical Service — shall provide prompt and efficient medical services during medical missions and maritime casualties and to undertake other activities in support to the Philippine Coast Guard mission. It shall also provide quality health care service to all PCG Officers, Non-Officers, Civilian Employees and their dependents.

The Command Surgeon for Coast Guard Medical Service shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Dental Service — shall be primarily responsible in providing comprehensive dental health care to all coast guard personnel and their dependents and perform other tasks directed by the Command.

The Commander, Coast Guard Dental Service shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Chaplain Service — shall be primarily responsible in promoting a God-centered PCG, by providing adequate, relevant inter-faith religious ministry and moral Value Enhancement Activities in support of the overall mission of the PCG.

The Commander, Coast Guard Chaplain Service shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Real Estate Management Office — shall be primarily responsible in advising the Commandant, Philippine Coast Guard on matters pertaining to the administration and management of PCG Real Estate and other properties which in the future the Coast Guard may acquire.

The Coast Guard Infrastructure Development Service — shall be primarily responsible in advising the Commandant, Philippine Coast Guard formulate, develop and implement infrastructure plans and programs in support of the PCG Mission. AcICHD

The Commander, Coast Guard Infrastructure Development Service shall carry the rank of Captain (O-6) in the table of organization position.

The Coast Guard Special Service Office — shall be primarily responsible in advising the Commandant, Philippine Coast Guard on matters related to sports and fitness management and development. It shall promote and enhance the physical and mental fitness of the PCG community to ensure a strong, efficient and competent workforce.

The Coast Guard Civil Relations Service — shall be primarily responsible in organizing, participating, equipping and provide community affairs activities for the civilian populace in support of the Philippine Coast Guard Mission.

The Commander, Coast Guard Civil Relations Service shall carry the rank of Captain (O-6) in the table of organization position.

The Gender and Development Office — shall be primarily responsible for the mainstreaming of gender sensitivity in the PCG. It shall plan and set gender sensitivities activities, allocate resources, make policy decisions and identify all actions and activities in relation to existing laws relative to Gender and Development.

The Commander, Gender and Development Office shall carry the rank of Captain (O-6) in the table of organization position and shall be under the direct supervision of the Deputy Commandant, PCG.

The Coast Guard Adjutant's Office — shall be responsible for the publication of Orders, Directives, Standing Operating Procedures, Circulars and other Administrative Policies of the PCG and tasked to compile and preserve all PCG Personnel Records as well as process Retirement, Separation, Resignation, Discharge Papers and Death Benefit Claims. It likewise acts as the Communication Center for all PCG Units and in addition thereto, to perform such other duties and functions as may be directed by the Commandant, Philippine Coast Guard. cDAISC

The Coast Guard Personnel Management Service — shall be activated, it shall be primarily responsible for Recruitment, Quality Management System (QMS) and Personnel Management Information System (PMIS).

The Commander, Coast Guard Personnel Management Service shall carry the rank of Captain (O-6) in the table of organization position.

The specific manning requirements as well as its specific functions of the TASSOs, shall be as defined in Annex "VIII" hereof.

V. Subsequent Actions

The PCG structure shall be the basis for the development of the PCG Table of Organization and Equipment (TO&E). As such the PCG, shall, in the crafting, modification or amendment of its TO&E, adhere to such structure. Any future modifications on the structure and requirements shall also be submitted to this Department for review and approval.

VI. Repealing Clause

All issuances and directives that are inconsistent herewith are deemed repealed, superseded, or amended accordingly.

VII. Effectivity

This order shall take effect upon signing.
