Participation of Mechanical Engineers in the PSME National Mid-Year Convention
Memorandum Circular No. 191, issued on April 19, 2010, authorizes mechanical engineers from various government agencies, local government units, state colleges and universities, and government-owned corporations to participate in the 9th National Mid-Year Convention of the Philippine Society of Mechanical Engineers (PSME) from April 29 to May 1, 2010, in Naga, Camarines Sur. Attendance is permitted on official time without additional costs to the government, except for salary payments. However, participation should not negatively impact the functions of their offices or public service delivery.

MEMORANDUM CIRCULAR NO. 191
AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF MECHANICAL ENGINEERS IN VARIOUS GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS, STATE COLLEGES AND UNIVERSITIES AND GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS IN THE 9TH NATIONAL MID-YEAR CONVENTION OF THE PHILIPPINE SOCIETY OF MECHANICAL ENGINEERS
The Philippine Society of Mechanical Engineers (PSME), will hold its 9th National Mid-Year National Convention on April 29 to May 1, 2010 at Naga, Camarines Sur.
In this connection, Mechanical Engineers in various government agencies and local government units, state colleges and universities and government-owned and controlled corporations are hereby authorized to attend the above-mentioned Convention on official time only, at no cost to the government except payment of their salaries, provided such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.
