MMDA MEMORANDUM CIRCULAR NO. 021-16
OMNIBUS GUIDELINES ON THE OPERATION OF PROVINCIAL BUSES ALONG EDSA AND THEIR TERMINALS LOCATED THEREAT
These Omnibus Guidelines on the operation of provincial buses along EDSA and their terminals located thereat are hereby issued for purposes of providing a safe and convenient mode of transportation to the commuting public and in order to decongest said major thoroughfare as follows:
1. This Authority reiterates the strict implementation of the "Nose In, Nose Out Policy" for provincial buses when entering and exiting their terminals along EDSA as declared under MMDA Resolution No. 16-06, Series of 2016. Further, at no time shall queuing of provincial buses be allowed along EDSA. A violation of this Policy shall be meted with the corresponding penalty under the Uniform Ordinance Violation Receipt (UOVR) on "Obstruction" and "Disregarding Traffic Sign".
2. Public Utility Vehicles (PUVs) and private motor vehicles are prohibited from loading and unloading passengers and/or cargo while on EDSA in front of the provincial bus terminals. A violation of this policy shall be meted with the corresponding penalty under the UOVR on "Obstruction" and "Disregarding Traffic Sign". Towards this end, the owners/operators of these terminals are directed to designate a loading and unloading area within their terminals or nearby streets outside of EDSA.
3. The owners/operators of provincial buses along EDSA shall take the necessary courses of action in order to expedite the loading and unloading of passengers and/or cargo in and out of their buses. These shall include the employment of porters, deployment of additional bus conductors, improvement of ticketing system and so forth.
4. Provincial buses are not allowed to ply the route from EDSA-Timog Avenue, Quezon City to EDSA-P. Tuazon Boulevard, Quezon City southbound only from Monday to Friday from 6:00 a.m. until 10:00 am. These buses shall take the alternate routes as may be allowed by the Land Transportation Franchising and Regulatory Board (LTFRB).
5. The provincial bus owners/operators along EDSA are reminded that the Unified Vehicular Volume Reduction Program (UVVRP) remains in full force and effect.
6. A "dry run" on the implementation of the foregoing provisions shall be conducted on December 14, 2016 Wednesday and the full enforcement thereof shall be made the day after.
This Memorandum Circular shall be disseminated to all Traffic Discipline Office personnel and the Public Information Office for appropriate action.
