MMDA MEMORANDUM CIRCULAR NO. 019-16
OMNIBUS GUIDELINES ON METRO MANILA MALLS OPERATING HOURS AND DELIVERY OF GOODS AND SUPPLIES SCHEDULE FOR CHRISTMAS 2016
For Christmas 2016, the following traffic management interventions are hereby adopted for the guidance of all Metro Manila mall operators, retailers, third party logistics/delivery companies, and traffic constables:
A. DURATION
These Omnibus Guidelines shall be effective from December 5, 2016 until January 9, 2017 unless otherwise amended through a subsequent Memorandum Circular issued by this Authority.
B. MALL OPERATING HOURS
As previously agreed upon with the major Metro Manila mall operators, there shall be synchronized mall operating hours from 11:00 a.m. until 11:00 p.m., Mondays to Sundays.
C. DELIVERY OF GOODS AND SUPPLIES SCHEDULE
Delivery trucks shall make their deliveries of goods and supplies to malls along EDSA from 10:00 p.m. until 5:00 a.m. only, Mondays to Sundays.
However, there is a total truck ban from EDSA North Avenue, Quezon City until EDSA Magallanes Avenue, Makati City in both directions and in the three (3) central business districts in Ortigas Center, Bonifacio Global City, and Makati City.
It is hereby understood that a truck shall refer to a motor vehicle with a gross capacity weight of more than 4,500 kilograms.
On the other hand, for malls outside of EDSA, the schedule of delivery of goods and supplies shall be left to the sound discretion of the mall operators and their designated service providers subject to the prevailing truck ban, i.e., from 6:00 a.m. until 10:00 a.m. and from 5:00 p.m. until 10:00 p.m., Mondays to Saturdays. Again, there is a total truck ban in the above-mentioned three (3) central business districts.
Any circular, order, or directive which may be contrary to this Memorandum Circular is hereby revoked, amended, or modified accordingly.
This Memorandum Circular shall be effective for the duration stated above after its publication in two (2) newspapers of general circulation and submission of a copy thereof to the Office of the National Administrative Register, U.P. Law Center.
