Observance and Implementation of the Grievance Machinery for the Lower Courts
OCA Circular No. 19-08, issued on February 4, 2008, emphasizes the need for judges and personnel in lower courts to adhere to the established Grievance Machinery for addressing employee dissatisfaction regarding financial benefits compared to those of Supreme Court employees. This machinery, adopted on January 5, 2006, allows for grievances related to economic issues, including salaries and benefits, to be formally addressed. Executive Judges are tasked with facilitating discussions and resolutions through their respective Employee Grievance Committees. Lower court personnel are encouraged to submit work-related grievances through these committees to ensure proper handling and resolution of their concerns.
