NTA's Increase in License/Permit Fees

NTA MEMORANDUM CIRCULAR NO. 002-14

 

WHEREAS, the National Tobacco Administration (NTA) pursuant to Executive Order No. 245, has issued Amended Rules & Regulations Governing Trading of Locally-Grown Tobacco Leaf & Amended Rules & Regulations Governing the Exportation and Importation of Leaf Tobacco & Tobacco Products;

WHEREAS, the NTA has revised the license/permit fees for the aforesaid rules & regulations since 2010;

WHEREAS, pursuant to Administrative Order No. 31, Series of 2012, which authorizes all government agencies to revise their fees to at least recover the actual cost of services rendered, there is a need to revise the present fees assessed by the NTA; and

NOW, THEREFORE, for and in consideration of the foregoing premises and by virtue of the powers conferred into National Tobacco Administration, starting CY 2015, the licensing/permit fees shall be increased, as follows;

SECTION 1. The license fees as provided in Rule 1, Regulation III (for Trading Centers — TC Buying Station Extension) is amended as follows:

License to Buy

A.	Virginia Flue Cured or Burley Air Cured	Fees (PhP)
	Tobacco
	250,000-kg and below	8,100.00*
	250,001-350,000 kg	9,720.00
	350,001-450,000 kg	11,340.00
	Above 450,000-kg	12,960.00
B.	Native/Dark Air Cured Leaf Tobacco
	250,000-kg and below	2,835.00*
	250,001-350,000 kg	3,402.00
	350,001-450,000 kg	3,969.00
	Above 450,000-kg	4,536.00

SECTION 2. The permit fees as provided in Rule 1, Regulation III (for WTDs) & Rule 1, Regulation IX (for RPs) are hereby amended as follows: SCADIT

Permit and Authority to Purchase/Redry

a.	Wholesale Tobacco Dealers (WTDs)	16,200.00*
b.	Redrying Plants (RPs)	16,200.00*

SECTION 3. Section 8 of the Amended Rules & Regulations Governing the Exportation/Importation/Transshipment of Leaf Tobacco & Tobacco Products is amended as follows:

A. License/Permit Fee (Annual)

a.	Import	13,500.00*
b.	Export	13,500.00*
c.	Transship	13,500.00*

Effectivity — This Memorandum Circular shall take effect on 01 January 2015.
