The existing situation is such that we are only able to recover from the Palay Produce of Farmers, quite a low percentage of output in view of the failure of Mill owners to institute measures to improve their facilities, as such, in order fully maximize the milling recovery of grains and to avoid losses incurred during the Milling process, thereby augmenting available stocks for the consumption of the public, you are hereby directed not to issue any license to any person to operate any rice mill which fails to reach 60% milling recovery by weight, the cut-off period to be determined by your office. You are further directed to prepare the guidelines necessary for the strict implementation of the above and report to the undersigned developments concerning the same. casia
