Membership to the Project Implementing Unit of the Advance Sustainable Consumption and Production Project

GPPB RESOLUTION NO. 10-16
MEMBERSHIP TO THE PROJECT IMPLEMENTING UNIT OF THE ADVANCE SUSTAINABLE CONSUMPTION AND PRODUCTION PROJECT
WHEREAS, Section 63 of RA 9184 and its IRR provide that the Government Procurement Policy Board (GPPB) shall (1) protect the national interest in all matters affecting public procurement, having due regard to the country's regional and international obligations; and (2) formulate and amend public procurement policies, rules and regulations;
WHEREAS, the GPPB, through its Resolution No. 15-2013 dated 10 May 2013, supports the implementation of Sustainable Public Procurement and/or Green Public Procurement in Government acquisition system;
WHEREAS, in a letter dated 30 March 2016, Honorable Undersecretary Zenaida Cuison-Maglaya of the Department of Trade and Industry (DTI) invited the Government Procurement Policy Board (GPPB), through its Technical Support Office (TSO), to be a member of the Project Implementing Unit (PIU) for the "Advancing and Measuring Sustainable Consumption and Production for a Low-Carbon Economy in Middle-Income and Newly Industrialized Countries (Advance SCP) Project";
WHEREAS, Advance SCP aims to increase awareness, institutional support and technical capacities to develop and strengthen sustainability information policies and tools for sustainable and low carbon consumption and production patterns. The Project will further support the creation of a market for climate-friendly products and harmonization of eco-labels in four (4) Southeast Asian Countries, i.e., Indonesia, Malaysia, Thailand and Philippines;
WHEREAS, in the Philippines, the Project will focus on the following: (1) Fostering awareness among consumers and capacity building for Small and Medium-sized Enterprises (SMES) on eco-friendly products and eco-labels; (2) Developing and strengthening eco-labeling; and (3) Expanding Green Public Procurement (GPP);
WHEREAS, in a meeting organized by DTI and the German International Corporation (GIZ) on 5 May 2016, the GPPB-TSO was nominated to be a member of the PIU for the Advance SCP Project, which is tasked to: (1) Implement the Project at the national level; and (2) Coordinate, monitor, and evaluate Project Activities;
WHEREAS, during the 7th GPPB and 4th IATWG Joint Meeting dated 10 May 2016, the Board resolved to approve its nomination, to be represented by its TSO, as a member of the PIU for the Advance SCP Project.
NOW, THEREFORE, for and in view of all the foregoing, WE, the Members of the GOVERNMENT PROCUREMENT POLICY BOARD, by virtue of the powers vested on US by law and other executive issuances, hereby RESOLVE to confirm, adopt, and approve, as WE hereby confirm, adopt, and approve the membership of the GPPB-TSO to the PIU of the Advance SCP project to be requested by the membership of the GPPB-TSO to the PIU of the Advance SCP project to be requested by the GPPB-TSO Executive Director.
This Resolution shall take effect immediately.
