Acceleration of Pilot Project for Production of Cheap Milk from Coconut
Letter of Instructions No. 313, issued on August 30, 1975, addresses the rising costs of dietetic milk in the Philippines, which have increased by 25%, prompting public complaints. Although dietetic milk accounts for only 8-10% of total milk consumption, it is deemed significant enough to warrant immediate action. The Secretary of Agriculture, the Chairman of the National Science Development Board, and the Secretary of Trade are instructed to reduce production costs or explore alternative raw materials. Additionally, the letter emphasizes the need to accelerate a pilot project aimed at producing affordable coconut-based milk, with a report requested from the Secretary of Agriculture on the project's progress.

LETTER OF INSTRUCTIONS NO. 313
| TO | : | The Secretary of Agriculture |
| The Chairman of the National Science Development Board | ||
| The Secretary of Trade |
It has come to my attention that the increase in costs of dietetic milk by 25% has caused some complaints among our people. Although dietetic milk constitute only 8 to 10% of the entire milk consumption in the Philippines, it does represent a substantial portion which require immediate attention. You will therefore take immediate steps in order to bring down the costs of dietetic milk either through coordination in the cost of production or replacement and substitution of the raw material.
I also hereby direct the acceleration of our pilot project for the production of cheap milk for our people from coconut as it has been going on under my direction for several years now.
I have not received any report on this matter from the Secretary of Agriculture who is suppose to be supervising this project. casia
