Republic Act No. 8317, enacted on June 30, 1997, establishes the Lubao Vocational School in the Municipality of Lubao, Pampanga, under the supervision of the Department of Education, Culture and Sports (DECS). The Act mandates the Secretary of Education to create necessary rules and regulations for its implementation. Funding for the school will be included in the General Appropriations Act following its enactment. The law took effect upon its approval and lapsed into law without the President's signature, in accordance with the Constitution.

REPUBLIC ACT NO. 8317
AN ACT ESTABLISHING A VOCATIONAL SCHOOL IN THE MUNICIPALITY OF LUBAO, PROVINCE OF PAMPANGA, TO BE KNOWN AS THE LUBAO VOCATIONAL SCHOOL, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. There shall be established, under the supervision of the Department of Education, Culture and Sports (DECS), a vocational school in the Municipality of Lubao, Province of Pampanga, to be known as the Lubao Vocational School.
SECTION 2. The Secretary of the Education, Culture and Sports shall issue such rules and regulations necessary for the effective implementation of this Act.
SECTION 3. The amount necessary to carry out the provisions of this Act shall be included in the General Appropriations Act of the year following its enactment into law and thereafter.
SECTION 4. This Act shall take effect upon its approval.
