Liberalization of the Rules and Regulations on Cash Disbursement Ceilings for Infrastructure Projects
Letter of Instructions No. 862, issued on May 22, 1979, by Ferdinand E. Marcos, aims to liberalize the rules governing Cash Disbursement Ceilings (CDC) for infrastructure projects in the Philippines. The new guidelines extend the validity of CDCs to two months after the end of the relevant quarter, or three months for the last quarter of the year, to facilitate project implementation and mitigate delays caused by communication issues. The Ministry of the Budget is tasked with routinely revalidating expired CDCs and issuing them for Accounts Payable based on an approved Infrastructure Program. Additionally, the directive allows for the revalidation of CDCs from one year to the next, provided they remain within the project’s Accounts Payable ceiling.
