LETTER OF INSTRUCTIONS NO. 1440

In order to expedite the effective utilization and disbursements of Economic Support Fund (ESF) proceeds, the following instructions are hereby given.

1. The ESF Secretariat is hereby declared an infrastructure agency and the Executive Director of the Secretariat is hereby granted the full authority of heads of infrastructure agencies relative to the approval of awards and contracts under Presidential Decree 1594, as amended, and its Implementing Rules and Regulations. 2. To facilitate contract approvals, the Prime Minister and the Director-General of the National Economic and Development Authority are hereby directed to constitute special committees under the contract review committee of the Standing Committee to process other ESF contract transactions whose approval authorities are not granted to the Executive Director, pursuant to P.D. 1594, as amended.

3. The Minister of the Budget is hereby authorized to grant ESF projects advices of allotments and notices of cash disbursement ceilings on a continuing basis as is granted the infrastructure projects under the Public Works Act.

4. The Ministry of the Budget and the Bureau of Treasury are hereby directed to constitute a Special Committee under the Office of Budget and Management and the Bureau of Treasury respectively to process all ESF financial transactions under their administrative "express lanes".

5. The Executive Director of the Secretariat shall submit monthly reports to the President on all project and contract approvals.

This Letter of Instructions shall take effect immediately.
