Information Required from All Lawyers to be Indicated in All Pleadings and Submission of Authority to Practice
The LTFRB Memorandum Circular No. 021-09 mandates that all lawyers appearing as counsel before the Board must provide specific information in their pleadings, including their office address, Roll of Attorneys number, PTR number with payment details, and proof of MCLE compliance. This requirement stems from the recognition that some lawyers have not fulfilled the MCLE requirements necessary for practicing law. Government lawyers must also submit their authority to practice issued by their agency heads by November 30, 2009. Pleadings that do not comply with these requirements will not be accepted, and the circular will take effect fifteen days after its publication.

It has come to the attention of the Board that there are lawyers appearing as counsel who have not complied with the MCLE Requirement of the Supreme Court as provided in Bar Matter No. 850 (dated October 2, 2001) and as such, are not permitted to practice law until compliance therewith. SCHTac
In view thereof, all lawyers appearing as counsel before the Board are required to indicate in all their pleadings, the following information:

MCLE COMPLIANCE
Further, all government lawyers, who are likewise appearing before the Board, are required to submit their respective authority to practice their profession, issued by their Heads of Agencies, to Atty. Gonzalo S. Go, Jr., Chief, Legal Division not later than 30 November 2009.
No pleadings shall be accepted or received unless the foregoing informations are duly complied with.
All other issuances or parts thereof inconsistent herewith are hereby modified, amended, or superseded accordingly.
This Memorandum Circular shall take effect fifteen (15) days after publication in a newspaper of general circulation.
