EXECUTIVE ORDER NO. 124
IMPOSITION OF MANDATED PRICE CEILING ON SELECTED PORK AND CHICKEN PRODUCTS IN THE NATIONAL CAPITAL REGION
WHEREAS, Section 2 of Republic Act (RA) No. 7581 or the "Price Act," as amended by RA No. 10623, declares it a policy of the State to provide effective and sufficient protection to consumers against hoarding, profiteering and cartels with respect to the supply, distribution, marketing and pricing of goods during periods of calamity, emergency and widespread illegal price manipulation;
WHEREAS, Section 7 of RA No. 7581, as amended, provides that the President, upon the recommendation of the implementing agency or the Price Coordinating Council, may impose a price ceiling on any basic necessity or prime commodity during the existence or effect of an emergency or calamity, or any event that causes artificial and unreasonable increase in the price of such basic necessity or prime commodity;
WHEREAS, Proclamation No. 1021 (s. 2020) extended the State of Calamity throughout the country due to COVID-19 for a period of one (1) year from 13 September 2020 or up to 12 September 2021;
WHEREAS, the country's reduced local pork output due to the outbreak of the African Swine Fever has significantly affected the supply and prices of pork in the market;
WHEREAS, the current retail prices of basic necessities in the National Capital Region (NCR) such as pork and chicken have increased significantly, causing undue burden to Filipinos, especially the underprivileged and marginalized;
WHEREAS, to address the rising food prices, the Department of Agriculture (DA) recommends the imposition of a price ceiling on selected pork and chicken products in the NCR; and
WHEREAS, it is imperative and urgent to ensure that basic necessities are adequate, affordable and accessible to all;
NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:
SECTION 1. Mandated Price Ceiling for Selected Basic Necessities. — A mandated price ceiling for selected pork and chicken products shall be implemented in the National Capital Region, as follows:

SECTION 2. Effectivity. — This Order shall take effect immediately upon publication in the Official Gazette or in a newspaper of general circulation, and shall remain in full force and effect for sixty (60) days from said date, unless the same is extended by the President upon the recommendation of the DA.
