CESB RESOLUTION NO. 1181-14
IMPOSITION OF PENALTIES FOR LATE SUBMISSION OF CAREER EXECUTIVE SERVICE WRITTEN EXAMINATION (CESWE) APPLICATION REQUIREMENTS AND REQUESTS FOR CHANGE OF EXAMINATION SCHEDULE AND/OR VENUE
WHEREAS, paragraph 5, Article IV, Part III of the Integrated Reorganization Plan (IRP), as amended, mandated the Career Executive Service Board (CESB) as the governing body of the Career Executive Service (CES), to promulgate rules, standards, and procedures on the selection, classification, compensation and career development of members of the CES;
WHEREAS, the Board is mandated under the IRP to form a continuing pool of well-selected and development oriented career administrators who shall provide competent and faithful service in the CES;
WHEREAS, in the administration of the CES Written Exam, the CESB Secretariat has encountered various issues and concerns, the most prevalent of which is the tendency among some applicants to submit their application requirements beyond the prescribed deadline, requests to back-out prior to the actual conduct of the CES Written Exam, requests for change of exam date and/or venue and situations where applicants, despite their confirmations, fail to appear during the actual examination conduct, posing administrative constraints in the conduct of the CES Written Exam; CTHDcS
WHEREAS, the CESB Secretariat incurs administrative expenses to cover the cost of meals, supplies, materials, travel expenses, honorarium of CES Written Exam Administrators and other relevant utilities in the conduct of the said activity;
NOW THEREFORE, foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to impose the following penalties:
1. For late submission of CES Written Exam application — FIVE HUNDRED PESOS (Php500.00) or an additional FIFTY (50%) percent of the application fee. Provided that, submission of documents two (2) weeks after the deadline shall be considered belated submissions.
2. For change of examination schedule and/or venue — ONE HUNDRED FIFTY PESOS (Php150.00) or FIFTEEN (15%) percent of the application fee. Provided, however, that requests for changes in the examination schedule and/or venue may only be allowed once, subject to justifiable reasons. Otherwise, an examination fee of ONE THOUSAND PESOS (Php1,000.00) shall be paid again to cover the cost of reprinting a new set of test materials.
