On August 17, 2009, the Career Executive Service Board (CESB) issued Resolution No. 811-09, which outlines amendatory guidelines for the appointment of Career Service Executive Eligibles (CSEEs) to Career Executive Service (CES) ranks. The resolution mandates that all CSEEs, regardless of their appointing authority, must complete the Assessment Center and Performance Validation stages of the CES eligibility examination process to qualify for CES positions. Additionally, CSEEs in permanent Division Chief roles or those acting in CES positions for at least one year may undertake these remaining examination stages as part of their preparation for CES appointment. The resolution also updates previous provisions regarding the equivalency of examination processes for CES eligibility. Copies of the resolution were to be provided to the Civil Service Commission and the Office of the President.

AMENDATORY GUIDELINES ON THE APPOINTMENT TO CAREER EXECUTIVE SERVICE (CES) RANKS OF CAREER SERVICE EXECUTIVE ELIGIBLES (CSEEs)

WHEREAS, Article IV, Part III of the Integrated Reorganization Plan (IRP), as implemented by Presidential Decree No. 1, as amended, dated September 24, 1972 created the Career Executive Service Board (CESB) to serve as the governing body of the Career Executive Service (CES) and is mandated by law to promulgate rules, standards and procedures on selection, classification, compensation and career development of members of the CES; SacTAC

WHEREAS, the aforementioned law likewise provides that "a person who meets such managerial experience and other requirements and passes examinations as may be prescribed by the Board shall be included in the register of career executive eligibles and upon appointment to an appropriate class in the Career Executive Service, becomes an active member of the Service";

WHEREAS, the Board through Resolution No. 791 adopted the Revised Integrated Rules on the Grant of Career Executive Service (CES) Eligibility dated February 10, 2009 that allows presidential appointees who are Career Service Executive Eligibles (CSEEs) to complete the two (2) remaining stages of the CES eligibility examination process, namely: Assessment Center and Performance Validation stages after the two (2) phase CSEE is accredited as equivalent to the four-stage CES eligibility examination process;

WHEREAS, the Board, in its August 17, 2009 meeting, decided that presidential appointees and non-presidential appointees occupying CES positions should be treated alike in view of its recent policy declaration.

WHEREFORE, the above-mentioned premises considered, the Board RESOLVES, as it is hereby RESOLVED, that for purposes of appointment to CES ranks of Career Service Executive Eligibles (CSEEs), who are appointed to CES positions regardless of appointing authorities, the CSE eligibles concerned are required to complete the two (2) remaining stages of the CES eligibility examination process, namely: Assessment Center and Performance Validation stages. The two-phased CSEE thus is accredited as equivalent to the CES Written Examination and Board Interview of the four-stage CES examination, process.

RESOLVED FURTHER, that as a preparation for their possible appointment to a CES position and consequent qualification for appointment to CESO Rank, CSEEs occupying a Division Chief position in a permanent capacity or those designated to a CES position in an acting or OIC capacity for at least one (1) year, may already be allowed to undergo the two (2) remaining stages of the CES eligibility examination process, namely: Assessment Center and Performance Validation Stages.

RESOLVED FURTHERMORE, that item no. 1.3.2 of Section 1, Rule VIII (Transitory Provisions) of the aforementioned Revised Integrated Rules on the Grant of CES eligibility (CESB Resolution No. 791 s. 2009) shall be amended herein, as follows:

1.3.2 The Career Service Executive Eligibility (CSEE) conferred by the Civil Service Commission (CSC), which consist of two (2) phases, namely: Written Examination and Panel Interview, of one who is appointed to a CES position, regardless of the appointing authority or one who is occupying a Division Chief position in a permanent capacity or one designated to a CES position in an acting or OIC capacity for at least one (1) year, shall be considered equivalent to the two (2) of the four-stage CES eligibility examination process, namely: Written Examination and Board Interview. Hence, for purposes of conferment of CES eligibility and appointment to appropriate rank in the CES, as the case may be, the applicant concerned has to complete the two (2) remaining stages of the examination process, namely: Assessment Center and Performance Validation stages and comply with such other requirements as may be prescribed by the Board. RESOLVED FURTHERMORE, that a copy of this Resolution be furnished the Civil Service Commission (CSC) and the Office of the President.
