CHED MEMORANDUM ORDER NO. 056-17

In accordance with the pertinent provisions of Republic Act (RA) 7722, otherwise known as the "Higher Education Act of 1994," RA 10121 — Philippine Disaster Risk Reduction and Management Act of 2010, and by virtue of the Commission en Banc (CEB) Resolution No. 120-2017, dated February 14, 2017, the Commission on Higher Education, pursuant to its commitment to protect and promote the right of all citizens to quality higher education and take appropriate steps to make such education accessible to all, hereby adopted and promulgated the following policies and guidelines, thus: aScITE
I. OBJECTIVE
The objective of the program is to provide financial assistance to students in identified regions/provinces affected by typhoon Yolanda until they have finished their chosen program from higher educational institutions (HEIs), both public and private.
II. COVERAGE
The program is open to all enrolled students who are identified affected by typhoon Yolanda in regions VI, VII, VIII and MIMAROPA, in accordance to CMO 22 Series of 2014 "Policies and Guidelines on Assistance to Students Severely Affected in areas declared under the State of Calamity," enrolled in duly authorized programs of HEIs during the second semester of AY 2016-2017. All students with existing financial assistance and/or scholarship programs from government agencies are not included to this program.
III. FINANCIAL BENEFITS
The financial assistance to student grantees is Five Thousand Pesos (P5,000.00). The financial assistance shall be downloaded to the HEIs through CHEDROs upon submission of Masterlist and certificate of enrollment of grantees from HEIs.
IV. QUALIFICATIONS AND DOCUMENTARY REQUIREMENTS
A. Qualification
a) Filipino Citizen;
b) Students identified by concerned CHEDROs as affected by typhoon Yolanda; and
c) Currently enrolled in Higher Education Institutions (HEIs).
B. Documentary Requirements
a) Duly accomplished application form;
b) Certification from the municipality as affected by typhoon Yolanda;
c) Certified true copy of enrollment/registration form from the HEI; and
d) Endorsement of HEIs with the attached masterlist of grantees.
V. MODES OF PAYMENT
The release of financial benefits to grantees shall be transferred by CHEDROs to Higher Education Institutions (HEIs), including issuance of Notice of Award (NOA). DETACa
VI. PROCESSING OF FINANCIAL BENEFITS
Procedures in the processing of financial benefits, shall be as follows:
a) Students who are severely affected shall be identified by the concerned CHEDRO, in accordance with CMO 22 S. 2014;
b) Notice of award will be issued by concerned CHEDROs to identified students affected by typhoon Yolanda;
c) HEIs submit a masterlist of grantees together with the billing and certificate of enrollment to the concerned CHEDRO;
d) CHEDRO verifies the masterlist submitted by the HEIs;
e) CHEDRO sends the masterlist with the attached documents to OSDS for funding;
f) OSDS requests for transfer of funds as recommended by CHEDRO;
g) AFMS transfers funds to concerned CHEDROs; and
h) Concerned CHEDROs transfers the funds to corresponding HEIs.
VII. FUNDING
Funding for the said program will come from the budget of the National Disaster Risk Reduction and Management Fund based on the Special Provisions of RA 10717 or General Appropriations Act of FY 2016.
VIII. EFFECTIVITY
This CMO shall take effect starting AY 2016-2017. All concerned shall comply with the guidelines on Educational Assistance to Students in Selected Areas Affected by Typhoon Yolanda. HEITAD
