PSA MEMORANDUM CIRCULAR NO. 2011-03

In relation to the enactment of Republic Act No. 9858 (An Act Providing for the Legitimation of Children Born to Parents Below Marrying Age, Amending for the Purpose the Family Code of the Philippines, as Amended), the Office of the Civil Registrar General (OCRG) issued Administrative Order No. 1 Series of 2010 (Rules and Regulations Governing the Implementation of Republic Act No. 9858).
On November 12, 2010, Administrative Order No. 1, Series of 2010 was published in the Philippine Daily Inquirer and became effective fifteen (15) days after its publication. As such, all civil registrars are required to process legitimation of children covered by the provisions of R.A. 9858 n upon submission of pertinent documents, as provided for in the subject Administrative Order.
