Implementation of Vehicle Emission Limits for Euro 4/IV, and In-Use Vehicle Emission Standards

DENR Administrative Order No. 004-15, issued on March 24, 2015, mandates the implementation of vehicle emission limits for Euro 4/IV compliant vehicles in the Philippines, effective July 1, 2015. This order establishes specific emission standards for various vehicle categories, including new passenger vehicles, heavy-duty vehicles, and motorcycles, aligning with the Philippine Clean Air Act of 1999. All new vehicles introduced to the market by January 2016 must be equipped with Euro 4/IV engines and meet the corresponding emission standards. The Department of Energy is tasked with ensuring the availability of Euro IV fuels to support compliance. The order also repeals any inconsistent previous regulations.

SUBJECT : Implementation of Vehicle Emission Limits for Euro 4/IV, and In-Use Vehicle Emission Standards

Pursuant to Article 4 Section 21 of Republic Act 8749, otherwise known as the "Philippine Clean Air Act of 1999" and in order to address the worsening air pollution in the country, the following types of vehicles loaded with EURO 4 fuel shall comply with the following corresponding emission limits/standards effective July 1, 2015:

All new vehicles to be used or introduced into the Philippine market by January 2016 shall be equipped with Euro 4/IV engine and compliant with Euro 4/IV limits/emission standards. By then, the EMB shall issue Certificates of Conformity (COC) for such vehicles only.

Further, pursuant to the authority provided to the Department under Section 34 of RA 8749, the Department of Energy is hereby enjoined to ensure the availability of Euro IV fuels to comply with the above prescribed emission standards by July 1, 2015.
