LETTER OF INSTRUCTIONS NO. 1389
IMPLEMENTATION OF THE AGRICULTURAL INPUTS PROGRAM
TO : The Administrator, Fertilizer and Pesticide Authority
WHEREAS, the Fertilizer and Pesticide Authority has been designated as the implementing agency for the Agricultural Inputs Program funded by a loan extended by the Asian Development Bank to the Republic of the Philippines;
WHEREAS, the components of the loan include the use of the foreign exchange proceeds by the private sector for resins for the manufacture not only of fertilizer bags, but also for rice, corn and feedgrain bags;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the power vested in me by the Constitution, do hereby order as follows:
SECTION 1. The Fertilizer and Pesticide Authority as executing agency for the Agricultural Inputs Program is directed to do all acts necessary to carry out the said program and perform its obligations under the loan agreement with the Asian Development Bank, including, but not limited to the procurement of resins or other basic materials for the manufacture of containers for fertilizer, pesticides and other agricultural crops, commodities and animal feeds.
SECTION 2. This Letter of Instructions shall take effect immediately.
