IMPLEMENTATION OF SECTION 15(e) OF R.A. NO. 7836 KNOWN AS THE "PHILIPPINE TEACHERS PROFESSIONALIZATION ACT OF 1994" BY DETERMINING AND PRESCRIBING THE DEGREES WHICH ARE THE EQUIVALENTS OF THE DEGREES REQUIRED OF APPLICANTS TO TAKE THE LICENSURE EXAMINATION FOR TEACHERS IN THE PRESCHOOL, ELEMENTARY AND SECONDARY LEVELS INCLUDING APPLICANTS FOR EXAMINATION AS TEACHERS OF VOCATIONAL AND TWO-YEAR TECHNICAL COURSES

WHEREAS, Section 15(e) of R.A. No. 7836 known as the "Philippine Teachers Professionalization Act of 1994" prescribes the educational qualifications of applicants for licensure examination as teachers in the preschool, elementary and secondary levels including applicants for examination as teachers of vocational and two-year technical courses; ASIDTa

WHEREAS, said Section 15(e) of the same Act allows not only applicants with the prescribed educational qualifications in terms of specific degrees but also those applicants whose educational qualifications are not those degrees expressly prescribed in the law but are considered to be the equivalents of the degrees prescribed by having taken at least eighteen (18) units of education (professional and general education) or specialized subjects;

WHEREAS, considering that R.A. No. 7836 aims to professionalize the teaching profession, there is a need to specify the appropriate education subjects that a holder of an equivalent degree must have to take to qualify him/her for examination as a professional teacher;

WHEREFORE, the Board resolved as it hereby resolves to determine and prescribe the appropriate degrees which are the equivalents of the specific Bachelor's degrees provided in the above-cited provisions of R.A. No. 7836 required of applicants for taking the licensure examination in the pre-school, elementary and secondary levels including applicants for examination as teacher in vocational and two-year technical courses, as well as the appropriate and specific education and specialized subjects that holders of equivalent degrees must have to take and complete to qualify them to take the licensure examination for teachers in any of the levels provided by R.A. No. 7836.

Accordingly, the Board hereby adopts, promulgates and issues the document attached to this Resolution as Annex "A" and made an integral part hereof which provides for:

1. The degrees which shall be considered the equivalent of a Bachelor's degree in childhood education (BECED) and the degrees which shall be considered the equivalent to a Bachelor's degree in elementary education (BSEED);

2. The degrees which shall be considered the equivalent of a Bachelor's degree in Education (BSE) with a major or minor and the degrees which shall be considered the equivalent of a Bachelor's degree in the field of specialization and the professional education subjects (with the weight of 18 units) that the holder of such degree must have to take;

3. The degree/s which shall be equivalent to a Bachelor's degree of specialization for teachers in vocational and two-year technical courses and the professional education subjects (with the weight of eighteen (18) units) that must have to be taken by holders of degrees equivalent to a Bachelor's degree in the field of specialization.

The implementation of this Resolution shall start with licensure examination in the year 2000.

Resolutions and other issuances adopted by the Board and approved by the Commission inconsistent with the provisions of this Resolution are hereby modified accordingly.

This Resolution shall take effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation, whichever comes earlier.

Let copies of this Resolution be furnished the Office of Professional Teachers (OPT), PRC Central Office and all PRC Regional Offices for their information and guidance. aSHAIC

LEVELS	BASIC DEGREE/S	EQUIVALENT DEGREES
I
TEACHERS IN PRESCHOOL	Bachelor of Early Childhood Education (BECED)	The following shall be deemed equivalent
AND ELEMENTARY GRADES.	Bachelor of Science in Elementary Education (BSEED)	degrees to the BSEED degree:
			1.Bachelor of Science in Education
			major in elementary education;
			2.Bachelor of Science in Education
			(inverted course);
			3.Bachelor of Arts major in Elementary
			Education
			4.Bachelor of Pedagogy;
			5.Graduates from the four-year
			teacher-education curriculum in
			schools of agriculture, schools of arts
			and trades (major in industrial arts) and
			schools of fisheries;
			6.Bachelor of Science in Home
			Economics (Elementary).
			(Note: The first four (4) degrees shall be
			deemed equivalent to the BECED degree.)
			The following may be deemed equivalent
			to the B.S.E. Ed. Degree:
			1.Bachelor of Science in Education, with
			any major and minor subjects;
			2.Bachelor of Arts with any major or
			minor subjects other than Elementary
			Education;
			3.Bachelor of Science in Agriculture;
			4.Bachelor of Science in Agricultural
			Home-Making;
			5.Bachelor of Science in Foods and
			Nutrition;
			6.Bachelor of Science in Home
			Economics (Secondary);
			7.Bachelor of Science in Home
			Technology;
			(Note: The first two (2) degrees may be
			deemed equivalent to the BECED degree.)
			Provided that holders of such degrees
			have successfully completed eighteen
			(18) units in professional education and
			five (5) units in practice teaching in the
			elementary grades.
II
TEACHERS IN GENERAL	Bachelor of Science in Education (BSE) with a major
SECONDARY SCHOOLS.	and a minor in secondary education subjects or a
	Bachelor's degree in Arts except Bachelor of Arts
	(general) or Bachelor of Science with at least eighteen
	(18) units in professional education.
	Of the eighteen (18) units of credit in professional
	education subjects, twelve (12) units are to be earned
	by completing the following courses in professional
	education:
	1. Educational Psychology	3 units
	2. Principles and Techniques
	of Teaching	3 units
	3. Principles of Education	3 units
	Measurement and
	Evaluation	3 units
	The remaining six (6) units may be earned by
	completing any two (2) of the following professional
	education subjects:
	1. Principles and Techniques
	of Guidance	3 units
	2. History of Education	3 units
	3. Principles of Secondary
	Education	3 units
	4. Philippine Educational
	System	3 units
	5. Educational Sociology	3 units
	6. Observation, Participation
	and Practice Teaching	5 units
	7 Any other professional
	education subjects	3 units
			The following shall be considered as
			equivalent to a Bachelor's degree in
			Education:
			1. Bachelor of Science in Home
			Economics;
			2. Bachelor of Science in Library
			Science;
			3. Bachelor of Physical Education;
			4. Bachelor of Science in Industrial Arts;
			5. Bachelor of Science in Agricultural
			Education;
			6. Bachelor of Science in Industrial
			Education;
			7. Any technical or professional degree
			with eighteen (18) units in education.
			(Note: The eighteen (18) units in
			education shall be those required to be
			earned/completed by holders of a
			Bachelor's degree in Arts or Bachelor of
			Science.
III
A) TEACHERS OF
VOCATIONAL (SECONDARY)	1) Bachelor of Science in Industrial Education
AND TWO-YEAR TECHNICAL	(BSIE), with appropriate major preparation;
COURSES.
	2) Bachelor of Science in Commercial Education,
	with appropriate major preparation;
	3) Bachelor's degree in Engineering (electrical,
	mechanical, civil, industrial, chemical, textile, etc.),
	Architecture, with at least eighteen (18) units of
	professional Industrial Education courses which
	shall include six (6) of the following:
	(a) Educational Psychology (Industrial Education);
	(b) Principles and Methods of Teaching Industrial
	Subjects;
	(c) Educational Measurements and Evaluation;
	(d) Trade and Job Analysis, and Course
	Construction;
	(e) Principles and Practices of Vocational
	Education;
	(f) Educational and Vocational Guidance, and
	(g) Concept of Organization and Management
	(or Administration and Supervisions of Vocational
	Education).
B) TEACHERS OF RELATED	1) Bachelor of Science in Industrial Education
SUBJECTS (SECONDARY)	(BSIE), with appropriate major preparation;
AND IN TECHNICAL	2) Bachelor of Science in Education (BSE), with

E) VOCATIONAL TEACHERS	1) (a) Bachelor of Science in Fishery Education;
(SECONDARY) AND	(b) Bachelor of Science in Fisheries
TEACHERS IN FISHERY-	with 18 units in education, with appropriate major
TECHNICAL SCHOOLS.	preparation;
	2) Graduate of the 2-1/2 year course in Fisheries,
	with appropriate major preparation (Fish Culture, Fish
	Capture, Fish Preservation) plus 18 units in professional
	education;
	3) Bachelor of Science in Industrial Education (B.S.I.E.),
	Bachelor of Science in Home Technology (B.SH. Tech.),
	with appropriate major preparation.
F) TEACHERS FOR	1) Bachelor of Science degree, with appropriate
RELATED SUBJECTS	major preparation.
(SECONDARY) IN
