EXECUTIVE ORDER NO. 31-A
GRANTING HAZARD PAY TO OFFICERS, ENLISTED PERSONNEL, DRAFTEES AND EXTENDED TRAINEES OF THE NEW ARMED FORCES OF THE PHILIPPINES (NAFP) AND THE UNIFORMED MEMBERS OF THE INTEGRATED NATIONAL POLICE (INP) AND FOR OTHER PURPOSES
WHEREAS, some officers and enlisted personnel of the New Armed Forces of the Philippines receive various types of incentives, one at a time, for specific skills/qualifications, duties, areas of assignment and degrees of individual exposure to environment risks at different rates; cd i
WHEREAS, some uniformed members of the Integrated National Police receive incentives for crime prevention or suppression operation at staggered rates;
WHEREAS, soldiery or police-work, as a profession, is by nature a risky investment of lives and limbs and therefore a special incentive be granted to all its members for basically being in the organization; cd
WHEREAS, the key to increased professional effectiveness and efficiency of the military and police personnel lies in the adequate support and incentives, considering the risks attached to their profession as guardians of laws, public safety and security;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:
SECTION 1. Hazard Pay shall be granted to all officers, enlisted personnel, draftees and extended trainees of the New Armed Forces of the Philippines and the uniformed members of the Integrated National Police at the rate of P120.00 each per month.
SECTION 2. The funds needed to implement this Executive Order shall be charged initially against the fund released by the Ministry of the Budget for this purpose and subsequently against the respective Annual Appropriations of the New Armed Forces of the Philippines and Integrated National Police. asia dc
SECTION 3. The Ministry of National Defense and the National Police Commission, in coordination and consultation with the Ministry of the Budget and Management, shall issue the necessary rules and regulations to implement this Executive Order for the members of the New Armed Forces of the Philippines (NAFP) and the uniformed members of the Integrated National Police, respectively.
SECTION 4. This Executive Order shall take effect beginning July 1, 1986.
