LTFRB MEMORANDUM CIRCULAR NO. 005-20
| SUBJECT | : | Guidelines to Govern All Public Utility Drivers and Conductors and Terminal Operators in Ensuring a Safe Public Land Transportation in View of the 2019 Novel Coronavirus (2019-nCOV) |
WHEREAS, Memorandum Circular No. 2011-004, Re: 2011 Revised Terms and Conditions of CPC and Providing Penalties for Violations Thereof, requires all PUV operators to provide safe public land transportation service to the commuting public; HTcADC
WHEREAS, in December 2019, the World Health Organization was alerted of several respiratory cases which were later on attributable to what is now known as the "2019 Novel Coronavirus (2019-nCov)";
WHEREAS, while no confirmed case has been reported in the country to date, the Board, in the exercise of its power and functions to "promulgate rules and regulations governing proceedings before the Board and the Regional Franchising and Regulatory Office" as provided under Section 5 (i) of Executive Order No. 202, deems it necessary and urgent to devise precautionary measures to ensure safety of the riding public;
NOW THEREFORE, for and in consideration of the foregoing, the Board hereby DIRECTS:
1. ALL PUV drivers and conductors to properly wear face masks at all times while on duty and for all franchise holders to ensure compliance herewith; and
2. ALL TERMINAL OPERATORS to ensure proper sanitation and cleanliness in their premises, to provide face masks as well as disinfectant or sanitizer dispensers for free use of passengers.
All issuances inconsistent herewith are hereby superseded and amended accordingly.
This Memorandum Circular shall be effective immediately upon its publication in a newspaper of general circulation and the filing of three (3) copies hereof with the UP Law Center pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.

Issued in Special Session in Municipality of Subic, Zambales, Philippines, this 30th of January 2020.
