IATF-EID RESOLUTION NO. 03, S. 2020
DESIGNATION OF THE QUARANTINE FACILITY FOR THE MANAGEMENT OF 2019 NOVEL CORONA VIRUS ACUTE RESPIRATORY DISEASE (2019-NCOV ARD) SITUATION
WHEREAS, to address the threat posed by the 2019-nCoV ARD in the country, the Department of Health on January 28, 2020 convened the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF EID) created by virtue of Executive Order (E.O.) No. 168, s. 2014;
WHEREAS, in the 1st IATF EID meeting on January 28, 2020, the IATF EID has resolved to ensure comprehensive transportation and quarantine plans for Filipinos from Hubei Province who opt to voluntarily return, and to subject such returning Filipinos to a 14-day quarantine period;
WHEREAS, in the 2nd IATF EID meeting on January 31, 2020, the proposal to designate Fort Magsaysay in Nueva Ecija as the quarantine facility was approved, subject to the conduct of a joint inspection of the composite team, and to the management of apprehensions and resistance of the concerned community by the IATF;
WHEREAS, the priority of the IATF EID is to ensure the comfort and welfare of Filipino repatriates during the prescribed quarantine period, and this requires a facility that is not only well-situated but is also well-equipped to address the needs of our repatriates;
WHEREAS, on February 6, 2020, a composite team of IATF members inspected another proposed facility, the Athletes' Village, in New Clark City, Capas, Tarlac which was found to have adequate provisions for quarantine, emergency and primary care, diagnostics, and pharmacy;
WHEREAS, the Bases Conversion Development Authority fully supports the use of its facilities for the quarantine of repatriates, as part of their contribution to the whole-of-government effort to ensure the health and safety of all Filipinos in the midst of the 2019-nCoV ARD threat;
NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the Inter-Agency Task Force approves the recommendation to designate the Athletes' Village, in New Clark City, Capas, Tarlac as the quarantine site for repatriated Filipinos from Hubei, China.
APPROVED by the Inter-Agency Task Force for the Management of Emerging Infectious Disease via ad referendum on the 6th of February, 2020, Manila, Philippines.
