DA ADMINISTRATIVE ORDER NO. 17-09
| SUBJECT | : | Guidelines on the Accreditation and Re-Accreditation of Cassava Seed Pieces Producers |
Pursuant to the provisions of the Implementing Rules and Regulations of Republic Act No. 7308 otherwise known as the Seed Industry and Development Act of 1992 and in support to the thrust of the Department of Agriculture to promote the production of Cassava, the following guidelines shall be followed:
A. Qualifications of Applicant
1. Individual applicant or designated representative (cooperative/corporation/association) must be a Filipino citizen and of legal age.
2. Must have completed training course on Cassava Seed Pieces Production.
3. Must have a duly registered business permit from the municipal government. For cooperative, associations, corporations, must be duly registered with the DTI, SEC, and/or CDA.
4. The production area should meet the following criteria:
a) minimum of one hectare
b) availability of irrigation water, if needed
c) availability of farm implements
B. Other Requirements
1. Business permit from the municipal government where the production area to be accredited is located and certificate of registration from DTI. CSIDTc
2. Authenticated recent Tax Clearance (for renewal only).
3. Signboard indicating the name of producer/manager/owner; accreditation number and its expiration date.
4. Farm resources for seed pieces production.
C. Procedures of accreditation
1. Submission of accomplished accreditation form and other relevant documents to BPI through the DA-RFUs.
2. Initial field evaluation of the applicant's production area by designated seed piece evaluators.
3. Submission of documents to BPI CO as endorsed by the Regional Executive Director.
4. Validation of submitted documents by BPI.
5. Approval and issuance of certificate of accreditation.
General Provisions
1. The BPI shall designate an accreditation and monitoring team from the Crop Production Division, National Seed Quality Control Services, and DA-RFU who shall conduct inspection of the area.
2. As an incentive, accredited producers will be provided access to new NSIC registered cassava varieties and marketing assistance.
3. Certificate of accreditation shall be valid for three (3) years.
4. In accordance with M.O. #3, Series of 2006, an application fee of Php500.00 shall be charged per applicant, to be deposited under Fund 163. SAHIDc
5. Upon due process, any violation of the above mentioned stipulations would mean cancellation of the accreditation. A corresponding notice shall be issued thereof.
This Administrative Order shall take effect immediately and supersedes all other Orders inconsistent herewith.
