BI OPERATIONS ORDER NO. 024

GUIDELINES ON STRICT GUARDING OF BORDERS IN ALL INTERNATIONAL PORTS

In the interest of ensuring the security of our borders in all international ports, the following rules and guidelines shall be strictly observed and implemented. SDATEc

As a general rule, all departing passengers cleared by the immigration officer shall NO longer be allowed to leave the pre-departure area except on the following conditions:

I. Those passengers needing immediate medical attention as certified by the medical doctors of NAIA or the on-duty physician of the Bureau of Quarantine;

II. Those passengers positively identified by other law enforcement officers in the implementation of valid orders;

III. Passengers with items for inclusion in the check-in baggage must be escorted by an airline representative and the latter must duly inform Duty Supervisor regarding the same. Subsequent inability to board the scheduled flight due to delay caused by such action must be emphasized with the passenger and is not a liability attributable to immigration;

IV. Any other extreme conditions duly established by the Duty Supervisor with the airline representative as witness prior to approval of request to leave the pre-departure area.

All passengers needing to leave the pre-departure area must be re-encoded as "deferred departure" in the BCIS of the clearing officer for passenger accountability and monitoring.

This Order shall take effect immediately.
