In the exigency of the service and in relation to the Foot and Mouth Disease (FMD) free status of the country which has been achieved and sustained with the collaboration of national and local government implementers, and support of private sector stakeholders, there is a need to strengthen monitoring and surveillance to prevent possible incursion of FMD through external sources including, but not limited to, materials such as Catering Waste (CW).
As prescribed specifically under Section 12 of DA Administrative Order No. 20 Series of 2002 "Revised Rules and Regulations on the Eradication and Control of Foot-and-Mouth Disease" and in relation to Republic Act 9003 otherwise known as "Ecological Solid Waste Management Act of 2000". This Memorandum Order is hereby prescribed to provide guidance on the implementation of above-mentioned provisions of RA 9003 and AO 20.
This guideline specifically warrants procedures in the monitoring, handling and disposal of domestic and international catering waste in airports and seaports as per attached, protocol.

PROTOCOL FOR THE MONITORING, HANDLING AND DISPOSAL OF DOMESTIC AND INTERNATIONAL CATERING WASTE IN ALL AIR/SEA PORTS IN THE COUNTRY
SECTION 1. Definition of Terms. — The following words, terms and phrases as herein used shall mean: IaDTES
a. Catering Waste (CW) — refers to all catering waste from vessels on domestic and international routes which originate from meals and food preparation for passengers and crew, as well as all other waste (wrappers, packaging, disposable containers etc.) that has been in contact with such foodstuffs and leftover food.
b. Vessel/s — refers to all types of aircraft and watercraft operating domestically and internationally.
SECTION 2. Operators to which the Guideline Applies to. —
a. Parties (airline and shipping companies) which produce catering waste;
b. Parties receiving and collecting CW from vessels in seaports and airports;
c. CW transporters/catering/waste servicing companies with a contract on transporting CW from parties receiving CW from vessels on international and domestic route;
d. Operators of landfill sites, rendering and/or incineration plants where CW are processed/disposed.
SECTION 3. Identification, Collection, Segregation, Storage and Transport of Catering Waste. — The following guidelines are to ensure proper handling of CW and prevent possible cross-contamination:
a. CW must be identified and separately collected from the other wastes of the vessel. The collected CW must be disinfected prior to unloading from the vessel. Vehicles, containers, receptacles or bins used for transportation of CW must be labeled in accordingly as-Catering Waste "FOR DISPOSAL ONLY".
b. Collection and transport containers (bins/receptacles) intended exclusively for CW must be easily cleaned and disinfected enclosed with a tightly-fitting cover, leak-proofed and appropriately labeled.
c. The containers and vehicles must always be washed and disinfected regularly before other use even when used exclusively only for the collection and transport of CW. HcISTE
SECTION 4. Monitoring and Documentation of Catering Waste. — Each consignment of CW shall be monitored and documented through the following procedures:
a. A Catering Waste Monitoring Form must accompany each consignment of CW. The document must be prepared in triplicate and given prior to the unloading of the CW at the disposing facility. The original copy is to be given to the DARFU-RVQO, one for the final destination (landfill/incineration plant), and another copy to the operator/contractor. The commercial document must contain the following information:
• The date on which the CW was taken from the means of transport/company/plant or supervised collection point;
• The quantity of the CW in kilos, tones or m3;
• The place of collection and destination of disposal of the CW;
• The contact information of the operator/contractor, carrier/vessel and receiving facility;
• The method of disposal.
b. The DARFU-RVQO must keep monthly summary records of CW Monitoring Forms received from the operators with the following information:
• The place of collection and destination of disposal of the CW;
• The quantity of the CW in kilos, tones or m3;
• The method of disposal.
A copy of the summary records shall be provided to the Bureau of Animal Industry.
SECTION 5. Disposal of Catering Waste. — All CW from vessels must be collected and disposed immediately without delay through the following permitted methods of disposal: CcSTHI
a. Burying in a DENR-EMB approved landfill site.
b. Incineration in a DENR-EMB approved incineration or co-incineration plant.
SECTION 6. Supervisory Authority. — The supervisory authority with regards to the monitoring and compliance of the following guidelines on CW is the Department of Agriculture Regional Field Unit Regional Veterinary Quarantine Officer (DARFU-RVQO) in coordination with the competent authority of the designated seaport/airport. Weekly monitoring and inspection of waste reception facilities and a quarterly inspection of the handling, transport and disposal procedures of all operators shall be done.
