Guidelines in the Manner of Promotion and Assignment of PNP Personnel
The NAPOLCOM Memorandum Circular No. 02-98 outlines the guidelines for the promotion, assignment, and reassignment of personnel within the Philippine National Police (PNP). It emphasizes the National Police Commission's (NAPOLCOM) constitutional authority to exercise administrative control over the PNP, as defined in relevant laws and regulations. Promotions to the rank of Police Inspector and above, as well as assignments to Chief of Police and higher positions, must be reviewed and confirmed by NAPOLCOM. Additionally, any reassignment of these officers requires similar review, unless immediate action is necessary for service exigencies, in which case it remains subject to later review by the Commission.

WHEREAS, in the exercise of the power of control, it is necessary for the Commission to look into the manner of promotion assignment and reassignment of members of the Philippine National Police;
NOW, THEREFORE, this Commission, in the exercise of its constitutional and statutory functions over the PNP, hereby orders and directs the following guidelines to be followed in the promotion, assignment and reassignment of PNP officers and non-officers, to wit:
