| SUBJECT | : | Guidelines in the Design and Implementation of Turnouts (Loading/Unloading Bays) Along National Roads |
In order to address the occurrence of traffic problems and accidents caused by loading and unloading of passengers within the carriageway, turnouts (loading/unloading bays) shall be provided along national roads, particularly in urban areas.
Henceforth, the following guidelines shall be observed in the design and implementation of turnouts:
1. Turnouts shall be placed outside the carriageway and should be sufficiently long to accommodate the maximum number of vehicles expected to occupy the space at one time. The desirable minimum length including transition taper is 60.0 meters but not longer than 185.0 meters to avoid its use as a passing lane, (Figure 1);
2. The required length of the turnout shall be determined considering a length of 15.0 meters for each bus and 8.0 meters for each jeepney or car;
3. The width (w) of the turnout shall be 3.0 meters for roads served only by jeepneys/cars and 3.6 meters for roads with buses, but not wider than 5.0 meters, (Figure 1B); DTEAHI
4. Turnouts should not be placed on or adjacent to horizontal and vertical curves that limit the sight distance in either direction;
5. The specific location of turnout should be determined taking into consideration the following traffic/site conditions:
5.1 Turnouts shall be placed at locations where pedestrians are normally concentrated;
5.2 A turnout may be placed near a road intersection but not less than 50.0 meters from the intersection, (Figure 2);
5.3 Minimum distance between two consecutive turnouts in one direction should not be less than 500.0 meters;
5.4 For two-lane two-way undivided roads, turnouts should not be placed opposite each other but shall be placed not less than 30.0 meters apart, (Figure 3).
6. Adequate width of pedestrian sidewalk or platform should be provided alongside the turnout and in no case shall be lower than the existing sidewalk;
7. Adequate signages, pavement markings and barriers should be installed to maximize usage and safe operation.
This Order takes effect immediately.
